Moving Within Phnom Penh: Movers, Lifts and Deposits
Moving across Phnom Penh is usually straightforward, but the distance between two apartments is rarely the hardest part. Costs and delays are more often caused by poor access, a lift that was not booked, waiting at security, stairs, dismantling furniture, rain, a second vehicle trip or damage that nobody documented in advance.
Treat the move as a small logistics project. Confirm the rules of both buildings, prepare an inventory, obtain a written quotation based on the real volume of goods and only then reserve a mover. That sequence protects both the budget and the deposits connected with the old and new homes.
This guide is for ordinary household moves within Phnom Penh. It is not a substitute for legal advice on a tenancy dispute, insurance claim or contractual liability.
Choose the right level of service
A few suitcases, boxes and a small desk may only require a vehicle, a driver and one helper. This is the cheapest option, but it often means the customer remains responsible for packing, carrying, protecting the furniture and coordinating access to the buildings.
A driver with an open truck is not the same as a professional mover. The vehicle may arrive without blankets, straps, a trolley, tools or enough people to move a wardrobe safely. That does not necessarily make the service unsuitable, but the scope must be clear before loading begins.
A full-service move is more appropriate when the household includes:
- large wardrobes, glass tables or heavy mattresses;
- refrigerators, washing machines or delicate electronics;
- several floors without a suitable lift;
- strict condominium access rules;
- temporary storage;
- dismantling and reassembly;
- high-value or difficult-to-replace items.
International operators such as Crown Relocations, Asian Tigers and AGS provide professional packing, storage and move management in Cambodia. Their service may be more than a small apartment needs, but it can be useful when the move includes valuable furniture, insurance requirements or complex handling.
Between transport-only and full international relocation are local moving teams with a truck and several workers. Many can complete an ordinary city move well, provided the quotation is specific.

The best option is not automatically the cheapest or most recognisable company. The practical questions are who packs, who dismantles, how many people arrive, what vehicle is used and who is responsible if an item or a building surface is damaged.
Check both buildings before booking the mover
A move can fail even when the truck and workers arrive on time. Security may refuse access, the designated lift may be unavailable, the loading area may be blocked or the new access card may not yet be active.
Ask the management of the old building:
- which days and hours are allowed;
- whether a lift must be reserved;
- whether the lift and corridor require protective covering;
- whether a moving deposit is required;
- where the truck may stop;
- how workers are registered;
- who inspects common areas after the move.
Ask the same questions at the new building. Also confirm that the lease has started, keys are available and access cards will work before the truck arrives.
A “service lift” does not always mean a separate freight lift. Some buildings temporarily allocate a normal passenger lift and add wall protection. Measure the lift door, internal cabin, corridor turns and the route from the apartment to the truck. A sofa may fit inside the lift but fail to pass through the doorway or turn at the landing.
In older buildings, the absence of a lift can change the labour requirement significantly. Moving a refrigerator or a heavy washing machine up several narrow floors is not a safe job for a driver and one assistant.
The vehicle also needs a realistic route. Narrow streets, market activity, construction, barriers and low canopies may prevent a large enclosed truck from reaching the entrance. Send clear photos and a map pin to the mover, or arrange a site visit for a larger household.
Obtain a quotation based on the real move
A reliable quotation starts with an inventory. For a small apartment, a detailed video may be enough. Show every room, balcony, large item, staircase, lift and parking route. For a larger move, request an in-person survey.
“Moving a one-bedroom apartment” is not a useful description. One person may own a bed, a desk and ten boxes. Another may have bookshelves, a full kitchen, gym equipment, plants and several large cabinets.
The quotation should state:
- both addresses and floors;
- date and proposed start time;
- vehicle size and whether it is enclosed;
- number of workers;
- estimated number of trips;
- packing materials;
- dismantling and reassembly;
- appliance disconnection and reconnection;
- stair charges;
- free waiting time;
- extra hourly rate;
- removal of packing materials;
- taxes and payment method.
Also list exclusions. Movers may refuse safes, pianos, aquariums, oversized stone tables, hazardous materials or certain plants.

Ask for a written quotation, invoice or clear message identifying the service provider, date, scope and price. An advance paid to a personal account is not automatically improper in Cambodia, but without written terms it is harder to prove what was agreed.
Pack for the climate and the first night
Start by reducing the volume. Broken furniture, expired chemicals, unwanted boxes and cheap items that cost more to move than replace should be removed before moving day. Disposal of a mattress, wardrobe or bulky waste must be arranged separately; it is not necessarily part of the mover's service.
Use smaller boxes for books and heavier goods, and larger boxes for bedding and clothing. Reinforce the base with tape and fill empty space so that the contents do not shift. Each box should show:
- a number;
- the destination room;
- a short description;
- whether it is fragile;
- whether it must be opened first.
Prepare a first-night group containing bedding, towels, toiletries, a kettle, basic kitchen items, medication, chargers and a small toolkit. Load these last so they are unloaded first.
Passports, cash, jewellery, essential medicines, laptops, external drives, tenancy documents, keys and access cards should travel with the owner, not in the general load.
Phnom Penh's humidity and sudden rain matter. Cardboard should not be left on a wet pavement. Mattresses, books, electronics and upholstered furniture need rain protection even when the forecast looks clear.
Protect furniture and appliances correctly
Bubble wrap is useful for selected fragile surfaces, but it does not replace furniture blankets, corner protectors and secure straps inside the truck. Adhesive tape should not be placed directly on painted, polished or delicate finishes.
Remove glass shelves and pack them separately. Keep mirrors and glass panels upright in rigid protection. Close drawers and doors, and place fittings from dismantled furniture in labelled bags linked to the relevant item.
A washing machine should be disconnected, drained and, where the model requires it, fitted with transport bolts. A refrigerator should be emptied, defrosted and dried. The correct waiting time before switching it on again depends on how it was transported and the manufacturer's instructions.
Wall-mounted televisions, air-conditioning units, water heaters and built-in appliances should not be removed by an unqualified worker. Use a technician where poor installation could cause an electrical fault, water leak or refrigerant problem.

Many Phnom Penh condominiums require a temporary moving deposit. This is separate from the security deposit under the tenancy. It protects the building against damage to lifts, walls, floors, gates and access systems during the move.
Before paying a building deposit, obtain:
- the amount and a receipt;
- refund conditions;
- the areas for which the resident is responsible;
- the inspection procedure;
- the deadline for returning the money.
Record the route before work begins. Photograph or video the corridor, lift, walls, corners, doors and floor from the apartment to the loading point. Existing scratches should be visible.
The mover should use clean-wheeled trolleys, protective blankets and lifting straps. Do not allow furniture to be dragged along the floor or rested against lift panels.
After unloading, inspect the route with building management and obtain a written confirmation that no new damage was found. A verbal “everything is fine” from security may not be enough for the accounting office to release the deposit.
If damage is alleged, ask for dated photographs and an itemised estimate. Do not accept the automatic loss of the full deposit where the actual damage is minor or disputed.
The rental deposit is governed by the lease. It may cover unpaid rent, utilities, missing items and damage beyond normal wear, but the wording of the contract and the evidence from move-in are decisive.
Review the notice period, cleaning obligations, final utility settlement and key-return procedure several weeks before leaving. A well-maintained apartment does not cure a breach of the required notice period if the lease permits a deduction for that reason.
Choose the mover with accountability in mind
A competent mover asks detailed questions. They should want to know the floors, lifts, vehicle access, volume, heavy items, glass and date. A company that gives a final price after one vague message may revise it once the truck is loaded.
Check that the business name, phone number and payment recipient make sense together. Reviews are useful, but pay particular attention to how a company handled damage, delay or a disagreement.
Ask whether the team is employed directly or subcontracted. Subcontracting is not automatically a problem, but the named company should remain accountable for the agreed service.
For expensive or fragile property, ask whether insurance is available and read the limit, deductible and exclusions. “We are responsible for everything” does not explain whether compensation is based on replacement value, used value, repair cost or a capped amount.
Red flags include:
- refusal to list the work;
- demand for full payment before arrival;
- no questions about floors or lifts;
- glass moved without proper protection;
- no vehicle specification;
- no waiting-time price;
- no explanation of liability;
- unsafe overloading;
- a price increase after loading has begun.
A low price is not itself a warning. The warning is not knowing what the price includes.
Organise the moving day
An early start reduces heat exposure and leaves time for delays or a second trip. The chosen time must still comply with both buildings' permitted moving hours.
Confirm:
- the mover and start time;
- lift reservations;
- vehicle parking;
- building deposits;
- keys and access cards;
- the contact at each building;
- the map pin for both addresses.
Ideally, one person supervises removal at the old apartment while another receives items at the new one. When moving alone, appoint one team leader and avoid leaving both homes open without supervision.
Children and pets should stay away from the work area. Open doors, trolleys and heavy furniture create obvious risks. A pet should be moved separately after a safe room has been prepared at the new home.
Inside the vehicle, heavy items go at the bottom, glass remains upright and the load is secured with straps. The owner does not need to direct every movement, but should stop obviously unsafe loading.
Count boxes and large items before the truck leaves. At the destination, inspect visible damage before signing completion. Electronics may need later testing, but crushed boxes, broken glass and external damage should be recorded immediately.
What to do if something is damaged or missing
Stop moving the affected item and photograph it where it was found. Capture close-up damage and the surrounding context. If a wall, lift or floor is involved, call building management before the team leaves.
Notify the team leader in writing and record the issue in the completion note or message thread. Include the date, item, damage and requested next step.
Do not arrange an expensive repair before the mover or insurer has had a reasonable opportunity to inspect, unless immediate action is needed to prevent further harm. Keep quotations, receipts, photographs, the inventory and the original service agreement.
Compensation may be based on repair cost, depreciated value, a contractual cap or an insurance policy. A used item is not always compensated at the retail price of a new replacement.
Cambodia's Law on Consumer Protection covers services purchased for personal use, and the Consumer Protection, Competition and Fraud Repression Directorate-General operates a consumer complaint system. A complaint does not guarantee payment, but a documented claim is substantially stronger than a verbal argument.
Temporary storage between homes
If the old tenancy ends before the new apartment is ready, use a documented storage arrangement rather than leaving goods informally with a mover.
Check:
- the warehouse address;
- access hours;
- humidity and pest control;
- protection against leaks;
- handling charges;
- delivery charges;
- insurance;
- release procedure.
Books, leather, artwork, electronics and musical instruments may require more careful storage than a basic closed warehouse can provide.
Prepare a separate inventory at handover. Do not store passports, cash, medicines or irreplaceable documents.
A practical timeline
Two to three weeks before moving, confirm the date, review the old lease, notify the landlord, learn both buildings' rules and collect quotations.
One week before moving, book the mover and lifts, pay official building deposits, start packing and arrange technicians for fixed appliances where needed.
The day before, drain and dry appliances, prepare the first-night boxes, charge phones and separate documents and valuables.
On moving day, record common areas, brief the team, count items and document any issue before signing completion.
After the move, test appliances, complete the old apartment inspection, return keys, request both deposit refunds and keep the paperwork until all money has been settled.
Conclusion
A smooth move within Phnom Penh depends less on distance than on access, timing and clear responsibility. A few boxes may only need transport. Furniture, appliances and a high-rise condominium require a mover who understands building rules, provides a written scope and accepts defined liability.
