Healthcare in Phnom Penh: Clinics, Insurance and Emergency Care

How the healthcare system works in Phnom Penh

The city has several layers of medical provision.

Public hospitals receive large patient volumes and contain major clinical departments. Private hospitals usually provide more predictable appointments, international-patient coordination and clearer administrative support in English. International clinics often focus on primary care, vaccinations, testing and referrals.

Private does not automatically mean clinically superior in every specialty. The relevant question is whether the provider has the right doctor, equipment, staff and escalation route for the problem.

A large tertiary hospital may be unnecessarily expensive for a simple consultation. A small clinic is not the right destination for suspected stroke, major trauma, severe breathing difficulty or an operation.

Major hospitals to know

The following are reference points, not a ranking or endorsement. Doctors, insurance arrangements and services change, so confirm the current situation directly.

Calmette Hospital

Calmette is a major public university hospital on Monivong Boulevard in Daun Penh. Its official information lists emergency and intensive care, cardiology, neurosurgery, orthopaedics, maternity, neonatology, nephrology and dialysis, among other services.

The UK Foreign, Commonwealth and Development Office's provider list notes CT, MRI, ultrasound, ambulance and ICU capability. Some clinicians speak English or French, but language support should not be assumed for every department or shift.

Royal Phnom Penh Hospital

Royal Phnom Penh Hospital is on Russian Federation Boulevard in Sen Sok and is associated with Bangkok Hospital and BDMS. It publishes 24-hour emergency and trauma services, ambulance support, intensive care, operating theatres, laboratory services and medical imaging.

It is structured for international patients and works with insurers, but “insurance accepted” does not mean every policy is cashless. Approval from the insurer or assistance company may still be required.

Sunrise Japan Hospital Phnom Penh

Sunrise Japan Hospital is in Chroy Changvar. It publishes a 24-hour emergency clinic, ambulance and doctor-car services, with departments including neurosurgery, stroke care, surgery, internal medicine, paediatrics, obstetrics and gynaecology, rehabilitation and imaging.

For residents on the western or southern side of Phnom Penh, the bridge journey should be tested in real traffic rather than assumed from map distance.

International outpatient clinics

Providers such as Raffles Medical and Advance European Medicare Center can be appropriate for family medicine, uncomplicated illness, vaccination, testing and referral. Other international providers operate in the city as well.

Ask whether the clinic has inpatient and emergency capability. If not, understand where it transfers patients and how that transfer is arranged.

How to choose a regular clinic

A regular clinic is useful even for a healthy adult. It creates continuity, stores a medical history and avoids starting from zero whenever care is needed.

Assess five areas.

First, the clinician. A family doctor or general practitioner should be able to manage common problems and refer appropriately. A person with a chronic condition also needs access to the relevant specialist.
