How to Choose an Apartment in Phnom Penh During the Rainy Season
An apartment that looks flawless on a sunny afternoon can feel very different after an evening downpour. Water may collect at the entrance, an elevator may stop briefly, a wardrobe may smell damp, or a balcony drain may struggle to clear the rain.
The dry season hides these details. The rainy season exposes them without the need for sophisticated testing.
Cambodia’s wet season generally runs from May to October, with the heaviest period commonly falling between July and September. Official tourism information notes that rain often arrives as several hours of intense downpour rather than an entire day of continuous rainfall. For property inspection, that can be useful: you may be able to see the building before rain, shortly after it, and again the next morning.
A rainy-season viewing does not replace a professional building survey, and one puddle does not prove that a property is defective. The purpose is to understand how the specific apartment connects to the street, façade, drainage, electrical systems, and management response when the building is under maximum weather pressure.
The rain problem often begins outside the apartment
The most common mistake is to inspect only the unit. In real life, the inconvenience may begin much earlier—on the route between the car or tuk-tuk and the lobby door.
In dry weather, the last few hundred meters from the main road to the building can seem irrelevant. After heavy rain, a narrow lane may fill with water, the pavement may disappear beneath puddles, and drivers may stop where they can still turn rather than at the entrance.
For one adult, this may mean a few unpleasant minutes. For a family with a stroller, an older resident, or someone with limited mobility, it can materially change daily life throughout the season.
Inspect the actual final approach, not only the district shown on a map. Ask:
- Where is the lowest point in the road?
- Is there a curb at the entrance?
- Does water flow away or remain still?
- Is the only pedestrian route blocked by parked vehicles?
- Can a person enter without stepping directly into water?
- Is there an alternative entrance or drop-off point?
World Bank studies have repeatedly highlighted Phnom Penh’s vulnerability to urban flooding, the limits of drainage coverage outside better-served central areas, and the added pressure created by rapid development and the loss of natural water-storage areas.
That evidence does not create a permanent list of “safe” and “unsafe” districts. Conditions can differ from one block to the next and even between adjacent intersections.
A high-rise may have a dry lobby while the surrounding streets become difficult to cross for an hour. A lower street may still be workable if the water drains quickly, the building has another entrance, and the drop-off area remains usable.
The strongest positive sign is not the total absence of puddles after a tropical storm. It is predictability. Residents know where water gathers, security controls access, the entrance remains functional, and water levels fall within a reasonable time.
The entrance and parking reveal the building’s safety margin
Every building has a boundary where city drainage ends and the property’s own flood protection begins. This is where you can see whether the development was designed and operated for heavy rain or merely finished attractively.
At the main entrance, examine the change in level. A lobby slightly above the courtyard has a degree of passive protection. If the outside surface slopes toward the doors, the building may depend entirely on drains and pumps.
One blocked grate can turn the entrance into a shallow pool.
Check whether drainage grilles are clear of leaves, plastic, sand, and construction debris. A freshly cleaned grate before a scheduled viewing proves little, but mud lines, sediment, swollen skirting, or replacement finishes only along the lower wall can reveal where water has reached before.
Underground parking requires calm but careful review. Its existence is not automatically negative. A properly designed facility may have:
- an elevated ramp threshold;
- a transverse drain before the descent;
- collection pits;
- pumps;
- flood barriers;
- backup power;
- an emergency closure plan.
The question is whether these systems actually exist and are maintained.
Look at the ramp after rain. Does water flow away from the basement or toward it? Is there a channel across the entrance? Are there signs of sand, water staining, corrosion around equipment, closed sections, or temporary sandbags?
If security builds a manual barrier every wet season, that is not automatically a reason to reject the building. It does mean the buyer or tenant should understand how much protection depends on staff acting correctly and on time.
The issue is not only the safety of a car. Lower levels may also contain:
- electrical panels;
- drainage pumps;
- storage rooms;
- generator equipment;
- lift access;
- fire-safety infrastructure.
Their position relative to possible water levels can affect the whole building. A specialist should evaluate technical safety. A visitor should identify the question and request evidence rather than entering restricted or flooded areas.
Do not walk through standing basement water in sandals to perform an informal inspection. The US Centers for Disease Control and Prevention warns that floodwater and mud may be contaminated and can expose people to infection. There may also be electrical danger.
If water has already entered a potentially hazardous area, stop the physical inspection and request documents, photographs, and a management explanation.
Elevators, pumps, and backup power must work together
The rainy season tests systems as a chain, not as isolated equipment.
A heavy storm may coincide with a power interruption. If the generator supports lobby lighting but not the elevators or drainage pumps, the practical result will be very different from what the phrase “backup generator” suggests.
Ask exactly what the generator supports:
- all elevators or one emergency/service elevator;
- domestic water pumps;
- basement drainage pumps;
- fire-safety systems;
- corridor lighting;
- sockets or air conditioning inside the apartment.
It is normal for backup power not to run every part of the building at full capacity. The problem is not limited coverage. The problem is uncertainty or misleading claims.
A brochure may say “generator available,” while residents still climb the stairs and lose water pressure during an outage.
Assess reliability through operating history:
- How often is the generator tested?
- When was it last run under load?
- Who services the pumps?
- Is there an incident log?
- What happened during the last major downpour?
A specific answer is more useful than “there has never been a problem.” For example:
- power was out for 20 minutes;
- one elevator remained operational;
- drainage pumps continued running;
- management sent a message when normal supply returned.
Even an imperfect incident history can demonstrate that the building records and manages events.
For an expensive long-term rental or a purchase, ask for recent maintenance records, the contractor’s contact details, and a simple explanation of emergency mode. If the agent, security team, and management all know nothing about these systems, that is a management-quality issue even before it becomes an engineering issue.
Water leaves clues inside the apartment
A major leak is easy to notice. More complicated moisture problems appear as odor, changes in paint, or repeated dampness in one area.
The apartment should ideally remain closed for a period before the viewing. If every window has been opened, air freshener sprayed, and all air conditioners switched on, the natural smell of the unit is difficult to assess.
Pause noisy equipment for a few minutes and open wardrobes, especially:
- against external walls;
- in bedrooms;
- under the kitchen sink;
- near air-conditioning units;
- around bathrooms and service shafts.
A damp smell does not by itself prove mold. Possible causes include:
- condensation;
- a leak;
- insufficient ventilation;
- wet furniture;
- an air-conditioner drain problem;
- a unit that has remained closed for a long time.
But the odor should never be dismissed without investigation. In a tropical climate, a small damp patch can become a persistent living problem.
Around windows, examine:
- lower corners;
- the joint between frame and wall;
- reveals and sills;
- sealant;
- the wall below the opening.
Fresh paint around only one window requires an explanation. It does not necessarily prove concealment; a genuine repair may have been completed. The useful follow-up questions are:
- What caused the damage?
- Who repaired it?
- Has it been tested by later rain?
- Are there photographs from before the repair?
Look beyond dark stains. Signs of previous moisture may include:
- blistered paint;
- powdery deposits;
- uneven color;
- soft plasterboard;
- loose skirting;
- swollen laminate;
- warped cabinet panels.
Built-in wardrobes often conceal external walls completely. Inspect the rear and lower corners without dismantling the furniture.
Interpret ceiling marks according to the floor location. On the top residential level, water may come from the roof, technical floor, or terrace. In the middle of a tower, the source may be the apartment above, a façade joint, or a common pipe.
The same stain can have very different causes and repair implications.
A buyer does not need to diagnose the problem from a photograph. Record the location, request the repair history, and engage an independent specialist where the mark is significant or recurring.
The balcony is part of the drainage system
In a marketing photograph, a balcony is a place for coffee and plants. During a storm, it becomes a small catchment area that must move water away safely.
The drain should be located at the low point, and the floor should slope toward it. If water runs toward the door, even good glazing depends heavily on the threshold and seals.
A small puddle immediately after intense rain may not be alarming. More important questions are:
- Is the water level falling?
- Does it remain for hours?
- Can it cross the threshold?
- Does it collect beside the wall or air-conditioning unit?
Check whether the outlet is blocked by:
- tiles;
- artificial grass;
- rugs;
- planter pots;
- leaves;
- renovation debris.
A tenant can clear a simple obstruction. A tenant cannot correct an incorrectly sloped slab.
Green staining, a permanent wet strip, or damage near the threshold suggests repeated water retention.
Wind-driven rain is also important. An overhead slab may protect against vertical rain but not against rain blown sideways at height. Do not rely on the phrase “covered balcony.” Observe how water actually enters.
Air-conditioner condensate should not discharge uncontrolled across the balcony, façade, or neighboring unit. Rainwater and condensate can create the same damp zone, making the source difficult to identify. When the air conditioner is running, confirm where the water drains.
Safety for children and pets also changes in wet weather. Slippery tiles, wide railing gaps, an easily opened door, or furniture placed beside the railing require more attention during rain than on a dry afternoon.
A good view does not compensate for a preventable fall risk.

The most useful inspection is often two short visits rather than one long one.
The first visit should take place soon after heavy rain. It shows:
- the access road;
- the lobby response;
- parking conditions;
- corridor odor;
- balcony drainage;
- windows and walls.
The second should take place the next morning or several hours later. It shows:
- whether water has drained;
- whether surfaces have dried;
- whether odor remains;
- whether new marks have appeared.
If a storm cannot be timed, use other evidence. Management may have resident notices, photographs, outage reports, and repair records. Residents often remember exactly where water collects and how long recovery takes.
Ask neutral questions rather than seeking a desired answer.
Instead of:
This place never floods, right?
ask:
- What happened during the last major storm?
- Where do vehicles normally drop passengers?
- Has the basement ever been closed?
- Were the elevators operating?
- Where did water collect?
- How long did it take to clear?
- What work was done afterward?
Specific accounts are easier to verify than the word “never.”
Photographs from social media or building chat groups can help, but they must be tied to the correct address and date. An image of a flooded street may come from the next neighborhood, while an old problem may have been fixed by new drainage work.
The reverse mistake is also possible: a newly landscaped entrance does not prove that water no longer arrives from the rear street.
For a purchase, consider making an independent inspection a condition where moisture evidence is found. For a rental, record existing marks and damage in the handover report so they are not later blamed on the tenant.
Residents often know more than the sales materials
Security staff, cleaners, and residents see the building when the sales office is closed. Their comments are not a substitute for professional engineering evidence, but they reveal daily reality.
Speak to at least two people who are not involved in the sale. One resident may be unusually dissatisfied or unusually tolerant. Repeated details are more valuable than a single opinion.
Residents can often explain:
- whether corridors smell damp;
- whether elevators stop during storms;
- how the generator performs;
- whether the entrance road floods;
- when the parking area is dried and cleaned;
- how quickly management responds;
- whether leaks recur on one façade;
- how transport access changes during the wet season.
Ask management similar questions more formally. A strong answer includes a process:
- routine drain cleaning;
- pump testing;
- temporary barriers;
- emergency-team contacts;
- maintenance records;
- post-storm inspections.
A past problem does not automatically make the building unsuitable. The response matters more.
A property that identified a weak pump, replaced it, and can show the result from the next rainy season may be more reliable than a building where every question is met with denial.
Reasons to slow down include:
- refusal to allow access to ordinary common areas;
- contradictory accounts;
- odor masked by air freshener;
- new cosmetic work only along the lower wall;
- no incident records;
- no one willing to identify who is responsible.
None of these alone proves deception. Together, they justify a deeper inspection.
When does a defect become a reason to walk away?
Not every puddle is a deal-breaker. Consider frequency, consequences, and controllability.
A small temporary patch of water at the curb is different from flooding across the only entrance.
A single stain from a documented repaired leak is different from a wall that becomes damp after every storm.
A basement with tested pumps and backup power is different from one where equipment does not work and no emergency plan exists.
It is useful to divide findings into three categories.
Everyday inconvenience
Examples:
- a wet section near the entrance;
- occasional transport delay;
- a balcony that needs routine cleaning;
- one elevator temporarily offline while another works.
These affect comfort and price but may be acceptable.
Manageable technical issue
Examples:
- a repaired leak;
- a recently replaced pump;
- a known area where water collects;
- a limited backup-power configuration.
These require documents, history, and a clear allocation of responsibility.
Systemic risk
Examples:
- water reaches electrical rooms;
- the only entrance regularly becomes inaccessible;
- moisture repeatedly appears with no identified cause;
- management keeps no incident records;
- repaired areas become wet again;
- no emergency plan exists.
A systemic risk calls for professional advice, a substantial price adjustment, or rejection of the property.
A tenant may accept more inconvenience under a short lease if the deposit is protected and moving is practical. A buyer faces longer consequences: repair costs, tenant complaints, insurance issues, management charges, and future resale impact.
Price should reflect not only the chance of catastrophic damage but also repeated disruption. If transport cannot reach the entrance after every heavy storm, that may happen dozens of times during the season even if no water ever enters the apartment.
Inspect without creating new risk
A rainy-season inspection should not become an attempt to enter a flooded basement or open an electrical panel.
Floodwater may contain sewage, bacteria, chemicals, and sharp debris. Hidden electrical equipment may remain energized.
A safe inspection should be limited to:
- accessible dry areas;
- visual observations;
- discussions with management;
- photographs taken from safe positions;
- documents and maintenance records.
Technical rooms, pumps, electrical systems, façades, and leak-source diagnosis belong to qualified professionals.
Keep a short written inspection record:
- date and time of rain;
- time of inspection;
- condition of the access road;
- access to the lobby and parking;
- elevator and lighting status;
- balcony water;
- condition of windows, walls, and wardrobes;
- odor;
- management’s explanation;
- photographs of any evidence.
This record is not unnecessary bureaucracy. After several viewings, details blur, and a photograph without notes may become meaningless.
A dry building is not a building that never gets wet
In a tropical city, it is unrealistic to expect every surface to remain perfectly dry after intense rain.
The practical standard is different:
- water moves where it is designed to go;
- critical systems remain protected;
- standing water clears promptly;
- management understands the response plan;
- repairs are documented;
- residents can still access the property safely.
A good rainy-season apartment is the result of several things working together: a usable route, a protected entrance, maintained drainage, functioning backup systems, watertight windows and walls, a clear repair history, and a management team that answers specific questions.
A sunny viewing shows the layout and natural light. A post-storm viewing shows how the home behaves in real life. For a long-term lease or purchase, the second test can be more important than the first.
