Cambodia is still developing a Commercial Code
The June workshop focused on scope and drafting method
The Legal Reform Committee brought together government bodies, legal professionals and other stakeholders in Phnom Penh to discuss how a Cambodian Commercial Code should be developed. Preparatory material identified three central issues for the consultation: the case for a code, the range of commercial relationships it should cover, and the drafting method to be used, including possible compilation, consolidation or codification approaches.
The committee's post-workshop material describes the event as a forum for research, comments and practical input. It also frames the reform as an effort to make commercial rules more coherent and easier to apply. Those statements describe the direction of the project; they do not establish that a final code or a defined set of new legal obligations was approved at the workshop.

No adopted code or effective date has been established
The workshop itself did not put a new Commercial Code into force. On August 28, the Legal Reform Committee was still referring to the Cambodian Commercial Code as a project currently being prepared, while legal experts were also reviewing related work on commercial contracts.
For companies already operating in Cambodia, current transactions therefore continue to depend on the laws and contractual rules that are actually in force. A material compliance change would require a later legal step and enough published detail to show what changes, who is covered and when any new provisions begin to apply.
The official releases explain the purpose and drafting process, but they do not provide a provision-by-provision code from which businesses can reliably calculate new duties, costs or rights. It would be premature to redesign contracts or investment structures simply because the codification project is under way.
The useful signal is that Cambodia is actively reviewing how its commercial-law framework is organised. The practical impact will become clearer only when a concrete text, its legal status and any transition rules are published.
