Cambodia-Israel labour agreement advances to candidate screening

Event date

June talks focused on turning the agreement into an operating system

Cambodia and Israel signed their labour cooperation agreement on 1 December 2025. The framework is intended to provide an official route for Cambodian nationals taking temporary jobs in specified parts of Israel's labour market, with agriculture at the centre of the initial rollout.

At a meeting on 24 June 2026, Cambodian Labour and Vocational Training Minister Heng Sour and Israeli Ambassador Alona Fisher-Kamm agreed to accelerate implementation. The significance at that stage was procedural: the two governments were working on how the recruitment channel would operate. It was not an announcement that every agricultural position in Israel was open to Cambodian applicants or that departure was guaranteed once someone expressed interest.

Candidate screening was under way by late August

The programme had moved materially further by 31 August. An Israeli delegation including a senior representative of the Population and Immigration Authority visited Cambodia and observed the testing and interview process for agricultural candidates. A Cambodian state news report published on 2 September described the selection system as an active joint process rather than a future plan.

For prospective workers, that is a meaningful change. There is now a functioning pathway beyond the agreement itself, but access still depends on the official recruitment procedure and the outcome of individual screening. General news about the bilateral programme should not be taken as proof that a particular applicant has been accepted.

An early pass is not a final placement

The September update also set out an important limitation: passing the first-stage assessment is not the same as being finally selected for employment in Israel. Further steps can include an oral interview, selection by the Israeli side, matching with an employer, medical and document checks, contract signing, orientation and departure preparation.

That distinction matters before an applicant makes irreversible financial or family decisions. Pay, worker costs, accommodation, insurance, the actual worksite and contract duration should be checked against the documents issued for the specific placement rather than assumed from the existence of the government-to-government framework.
