Sustainable and Resilient Condos: What Buyers Should Check

Sustainable, green and resilient can sound reassuring, but buyers need documents and working systems. This page does not assign an eco-rating. It shows which certifications, engineering systems and operating documents to request before buying.

Verify the occupancy certificate and its exact scope

Sub-Decree No. 226 dated 30 December 2020 requires a certificate of occupancy or a provisional certificate before a building that required a construction permit is occupied. A final certificate follows completion of the whole building. A provisional certificate may cover only a completed part, which must be safely separated from unfinished areas. For a multifunctional or mixed-use building, the document should identify the functions of the building or its individual parts.

Request the document and verify the issuing authority, number, date, permitted function, exact tower, phase and areas, final or provisional status, and whether it has been suspended or revoked. Article 12 links issuance to structural safety, fire safety and safely usable mechanical, electrical and plumbing systems. Even so, the certificate records an administrative conclusion at a point in time; it does not prove that every system is being maintained or remains operational today.

Certifications: exact status, not a vague label

If a project claims LEED, EDGE or another standard, record the project name, rating level, status, certifier/source and date. EDGE Buildings confirms final EDGE certification for ACLEDA Institute of Business in Phnom Penh and lists technical solutions such as VRV cooling, efficient lighting, low-flow faucets and black-water recycling. That proves such certifications exist in Cambodia; it does not automatically certify any residential project.

The current NovAsia ODOM research says LEED Gold is preliminary. Keep it that way: preliminary, not final.

EDGE confirms a modelled threshold, not an actual utility bill

Under GBCI guidance checked on 22 July 2026, the base EDGE standard requires a minimum projected reduction of 20% in energy use, water use and embodied carbon in materials against a standard local building. This is a modelled certification comparison, not a promise about the utility bill, service charge or realised saving of a particular owner.

Preliminary Certification follows the Design Audit; final EDGE Certification follows construction and the Site Audit. GBCI states that a Preliminary Certificate expires 12 months after practical completion or 36 months after issuance, whichever comes first, unless a written exception is granted. Verify the certificate ID, exact project name, tower, phase, date, status and public record. A certificate for another tower or a wider master plan should not be attributed automatically to the unit being purchased.

Backup systems and daily operation

Identify every single point of failure

Map each critical service from source to end use and mark any component whose failure stops the entire chain. Examples include one automatic-transfer controller, a shared switchboard, two installed pumps with only one operable, a common control panel, an unavailable manual bypass, one plant-room key or one authorised employee able to start the fallback procedure.

For each single point, ask about redundancy, a safe manual mode, spare-part availability and lead time, contractor cover, response time, staff authority and the last successful test. Two pieces of equipment are not redundant when they share one supply, controller or pipe, or cannot alternate in service. Where drawings or access are unavailable, the risk remains unverified; it has not been shown to be absent.

Build a system record, not a folder of marketing specifications

For each critical system, request the as-built drawing, equipment register, make and model, location, commissioning date, acceptance and test record, operating manual, warranty, maintenance contract and list of unresolved defects. Include post-design changes: actual cable and pipe routes, revised loads and substituted pumps, controllers or fire-safety components.

TÜV SÜD's 2019 technical due-diligence paper treats engineering systems, licences, official plans, documents, maintenance manuals and future capital and operating costs as part of a normal technical review. Link each item to the actual system, serial number, location and date. Where drawings, test records or plant-room access are withheld, record the system as not verified rather than assuming that the installed work matches the specification.

Glazing, shading and AC

Energy performance in a hot climate depends on glazing, shading, orientation, AC type, maintenance and controls. Without building-specific evidence, do not promise lower bills. Ask for glass, AC, ventilation, shading, warranty and maintenance specifications, then compare with actual utility bills if the building is operating.

Drainage and flood resilience

In Phnom Penh, check the road, entrance, basement parking, stormwater drainage, pumps, site slope and the neighbourhood after heavy rain. We could not confirm an official building-level flood-resilience metric for condos. The practical route is inspection after rain plus drainage plans, pump maintenance, emergency procedures and insurance review.

Request an incident and root-cause closure log

The log should cover electricity and water outages, lift shutdowns and passenger rescues, fire alarms and false activations, flooding, drainage or water-pump failures, common-pipe leaks and insurance claims. Each entry should show the date, duration, affected areas, immediate and root cause, temporary measure, final correction, responsible party, retest and insurance status.

A statement that there were no serious incidents is not evidence without the operating log, resident tickets and contractor reports. Repeated small events may reveal insufficient capacity, deferred maintenance, weak control-room response or an unresolved root cause before a major failure occurs. Compare the log with meeting minutes, repair invoices and an inspection after rain or a service interruption.

Waste, service charge and operating costs

Waste area, collection route, odours, pest control and cleaning rules matter as much as a pool or gym. Operating costs include service charge, utilities, insurance, repairs, special assessments and management. Even with green certification, do not promise a low service charge without the building budget and actual bills.

Translate system condition into future capital cost

For each major asset, record installation date, manufacturer-documented service life, warranty expiry, current condition, repair history, next overhaul or replacement, preliminary cost and funding source. Cover the generator and transfer controls, pumps, lifts, common-area cooling, fire systems, façade, waterproofing, tanks, water treatment and drainage.

TÜV SÜD's 2019 paper includes capital-expenditure forecasts, operating-expenditure assessment and future investment needs in technical due diligence. Separate routine service charge from major replacement and special assessments. No universal adequate reserve was verified for Cambodian condominiums: review the approved budget, fund balance, owner arrears, live contracts, approved works and the mechanism for allocating a future shortfall.

Sub-Decree No.126 confirms that internal regulations should cover expense shares for maintenance, repairs and public services. Sustainability and resilience claims should therefore connect to management documents, not just a marketing deck.

Can a condo be called green without a certificate?

It is safer not to make that conclusion. Without a confirmed certificate, check specific systems: AC, glazing, shading, water, waste, generator, drainage and maintenance budget. This page does not create a NovAsia green score.

Do LEED or EDGE always mean low service charge?

No. A certificate may support design claims, but service charge depends on the building budget, management, repairs, utilities and actual operation. Building-specific documents and bills are needed.

What matters most for resilience in Phnom Penh?

Check systems rather than slogans: generator coverage, backup water, lift redundancy, drainage, basement-parking flood risk, fire systems, waste area, maintenance records and emergency procedures.
