Sustainable and Resilient Condos: What Buyers Should Check
Sustainable, green and resilient can sound reassuring, but buyers need documents and working systems. This page does not assign an eco-rating. It shows which certifications, engineering systems and operating documents to request before buying.
Certifications: exact status, not a vague label
If a project claims LEED, EDGE or another standard, record the project name, rating level, status, certifier/source and date. EDGE Buildings confirms final EDGE certification for ACLEDA Institute of Business in Phnom Penh and lists technical solutions such as VRV cooling, efficient lighting, low-flow faucets and black-water recycling. That proves such certifications exist in Cambodia; it does not automatically certify any residential project.
The current NovAsia ODOM corpus says LEED Gold is preliminary. Keep it that way: preliminary, not final.
Backup systems and daily operation

Glazing, shading and AC
Energy performance in a hot climate depends on glazing, shading, orientation, AC type, maintenance and controls. Without building-specific evidence, do not promise lower bills. Ask for glass, AC, ventilation, shading, warranty and maintenance specifications, then compare with actual utility bills if the building is operating.
Drainage and flood resilience
In Phnom Penh, check the road, entrance, basement parking, stormwater drainage, pumps, site slope and the neighbourhood after heavy rain. This pass did not verify an official building-level flood-resilience metric for condos. The practical route is inspection after rain plus drainage plans, pump maintenance, emergency procedures and insurance review.
Waste, service charge and operating costs
Waste area, collection route, odours, pest control and cleaning rules matter as much as a pool or gym. Operating costs include service charge, utilities, insurance, repairs, special assessments and management. Even with green certification, do not promise a low service charge without the building budget and actual bills.
Sub-Decree No.126 confirms that internal regulations should cover expense shares for maintenance, repairs and public services. Sustainability and resilience claims should therefore connect to management documents, not just a marketing deck.
Checklist before reservation or SPA
- Certificate evidence: standard, project name, level, final/preliminary status, source and date.
- Generator load schedule and outage procedure.
- Water storage, pump redundancy and maintenance responsibility.
- Lift count, service lift, maintenance contractor and downtime history.
- Glazing, shading, AC type, warranty and servicing plan.
- Drainage plan, basement-parking risk, flood history and insurance position.
- Fire drawings, inspection records, alarms, sprinklers and evacuation routes.
- Waste area, pest control, cleaning schedule and service-charge budget.

Can a condo be called green without a certificate?
It is safer not to make that conclusion. Without a confirmed certificate, check specific systems: AC, glazing, shading, water, waste, generator, drainage and maintenance budget. This page does not create a NovAsia green score.
Do LEED or EDGE always mean low service charge?
No. A certificate may support design claims, but service charge depends on the building budget, management, repairs, utilities and actual operation. Building-specific documents and bills are needed.
What matters most for resilience in Phnom Penh?
Check systems rather than slogans: generator coverage, backup water, lift redundancy, drainage, basement-parking flood risk, fire systems, waste area, maintenance records and emergency procedures.
