Heng Muyleang
Heng Muyleang is publicly associated with Phnom Penh's L Tower residential series: the project's official website identifies Ms. Muyleang Heng as the developer and the person leading the L Tower concept. Independent project records for L Tower 1 and L Tower 2, however, identify L Village Residence Co., Ltd. as the development company. The public sources reviewed do not provide a registry document that clearly explains the legal relationship between the individual, the L Tower brand and that company, so buyers should rely on the entity named in the contract and title documents rather than branding alone.

Track record
The L Tower website currently presents three Phnom Penh projects: L Tower 1 in Boeung Tumpun, L Tower 2 in Toul Tompoung and L Tower 3 near Preah Monivong Boulevard. Independent sources describe L Tower 1 as a 28-storey, 480-unit condominium completed in 2025, providing at least one verifiable example of delivered high-rise product. L Tower 2 is earlier in its lifecycle: Pointer Property lists 240 units, 24 floors, a Q2 2025 launch and a stated 2029 completion. For L Tower 3, the official site confirms a separate address and condominium format, and units are already being marketed, but the construction, handover and title status of any specific unit should be checked independently.
Segments and prices
The confirmed product is urban condominium housing with compact one- and two-bedroom layouts, including loft-style duplex units. In August 2026, CAM Realty showed L Tower 1 asking ranges of roughly US$51,600-57,600 for 43-45 sq m units and about US$63,000-65,000 for 52.5-54.5 sq m units. Pointer Property displayed a starting price of US$86,625 for L Tower 2, while a 60 sq m L Tower 3 unit was listed on Realestate.com.kh at US$70,000. These are individual asking prices and marketing references, not a verified developer-wide price list.
Geography
The publicly confirmed footprint of Heng Muyleang and the L Tower brand is limited to Phnom Penh. The projects are spread across the southern and south-central parts of the city: Boeung Tumpun in Mean Chey, Toul Tompoung in Chamkar Mon, and the L Tower 3 site on Street 95 near Preah Monivong Boulevard. No development footprint outside Phnom Penh was confirmed in the sources reviewed.
Reliability and public record
The useful distinction here is between delivered evidence and marketing claims. A completed L Tower 1 and multiple independent records with broadly consistent project specifications give buyers a tangible track-record reference. At the same time, developer attribution is not fully consistent: the official site links the projects personally to Heng Muyleang, while specialist property platforms identify L Village Residence Co., Ltd.; Pointer Property's L Tower 2 record itself contains differing developer labels in separate fields. Public information is therefore insufficient to make a broad claim about Heng Muyleang's financial strength or legal responsibility without entity-level due diligence.
What to verify
For L Tower, the central due-diligence question is which entity is legally responsible for the specific transaction. Before payment, match the seller and developer named in the sale agreement against the registration details of L Village Residence Co., Ltd. and documents showing how that entity relates to Heng Muyleang and the L Tower brand. For a completed L Tower 1 unit, verify the individual unit title, registered encumbrances, service-charge arrears and actual eligibility for foreign registration. For L Tower 2 or any unit that is not yet completed, also review construction approvals, the contractual handover schedule, refund rights for delay and the payment route, including whether buyer funds go through any segregated or escrow arrangement. Foreign buyers should also confirm the remaining foreign-ownership quota in the specific building: Cambodian law permits foreign ownership of private units only above the ground floor and within the prescribed foreign quota.

Frequently asked questions
Are Heng Muyleang and L Village Residence Co., Ltd. the same developer?
The public record reviewed does not establish this conclusively. L Tower's official website identifies Heng Muyleang as the developer, while independent records for L Tower 1 and L Tower 2 name L Village Residence Co., Ltd. as the development company. For a purchase, the priority is to document the relationship and confirm the exact entity named in the agreement, payment instructions and title.
Is there a completed Heng Muyleang-linked project in Phnom Penh?
Yes. L Tower 1 in Boeung Tumpun is marketed as a 480-unit condominium completed in 2025. That gives buyers a physical project to inspect for build quality, common areas, management and actual running costs. Independent sources attribute the development entity to L Village Residence Co., Ltd., however, so the legal relationship to Heng Muyleang should still be documented.
Can a foreign buyer own a unit in L Tower?
Cambodian law allows foreigners to own private units in qualifying co-owned buildings subject to statutory limits: foreign ownership does not extend to the ground or underground floors, and the foreign share of the building is capped. A marketing reference to a hard or strata title is therefore not enough; the buyer should confirm the exact title, floor, remaining foreign quota and eligibility to register that particular unit in the buyer's name.
