This is the only candidate area in the region where the research identified a combination of documented road access, municipal water investment, and continuing drainage work [9][10][11]. The page should not be a tourism description of the riverfront. It should provide an address-selection method: access to daily services, actual water connection, stormwater behaviour, work-from-home reliability, and the route to medical care.

Rent before making a long-term commitment

A relocation decision should compare more than the view. Noise, humidity, vehicle access, street condition, insect control, ventilation, and evidence of previous leaks matter. A dry-weather viewing does not show roof, courtyard, or drainage performance during heavy rain. The first lease should function as a test period rather than an automatic step toward purchase.

The tenancy file should include an inventory, meter readings, deposit-return rules, repair responsibility, and an exit right for material undisclosed defects. Near the river, inspect metal corrosion, concealed mould, damp odours, and the height of sockets and equipment above any plausible water level.

Utilities and connectivity

JICA documents the expansion and improvement of Kampot’s water-supply system, but the report concerns the urban system rather than every building [10]. Ask for a recent bill, test pressure during peak use, inspect storage, and identify responsibility for pumps. A well or private supply requires separate water-quality and usage-right checks.

ADB’s drainage and wastewater work shows active investment in urban resilience [11]. It does not replace a street-level inspection. Ask neighbours and the manager about past flooding, compare the floor with road level, and identify the actual discharge path for water on the plot.

Connectivity must be tested inside the proposed home at working hours. A primary and independent backup connection, indoor mobile coverage, and power for the router during outages are more useful than the provider’s brand name.

Health care, education, and transport

No public dataset was identified that establishes the scope of advanced medical care available in Kampot. The prudent approach is to verify a named facility in person and maintain insurance, a transport plan, and funds for transfer to a larger centre when required.

A family should not rely on the phrase “a school is nearby.” It must verify curriculum, language, grade coverage, calendar, accreditation, available places, and the daily route. Riverfront convenience does not solve an unsuitable education plan.

National Road No. 3 improves the connection toward Phnom Penh [9], but daily travel depends on the final access road and urban traffic. Frequent travellers should run their own route tests.

Property rights

A “central house” offer still requires a clear answer about the landowner. A foreign national cannot hold the land title [1][2]. A company, nominee, trust, or leasehold must be assessed as its own legal structure, not marketed as equivalent to freehold.

For an apartment, verify registration of the co-owned building, the individual strata title, floor eligibility, available foreign quota, encumbrances, and the seller’s authority [3]. A project name or the word “condominium” in advertising is not legal registration.

Who this area may suit

It may suit a resident who values access to city services, a river setting, and the ability to test most daily-life questions before committing. It is a poor fit for someone expecting silence on every street, a guaranteed view, capital-city medical and school choice, or rapid resale.

  • inspect the street and plot after rain;
  • verify the water bill, pressure, pump, and storage;
  • test two connectivity routes and backup power;
  • time the route to medical care, school, and National Road No. 3;
  • check noise in the morning, evening, and weekend;
  • obtain cadastral, encumbrance, and construction documents;
  • for an apartment, verify strata title, floor eligibility, and foreign quota;
  • do not pay for a river view without checking the legal development potential of neighbouring land.
