The apartment is not letting
A vacant apartment is not "no demand". Demand is almost always there; the question is on what terms. Work through it in order: first what can be changed today and for free, then what costs money. Most owners do the reverse — they start with renovation and furniture, spend a month and a budget, and the cause was the rent.
The order of diagnosis

Do not skip steps. Start at step four and you will spend money and still come back to step one.
Freeze the starting point before making the first change
Before reducing the rent, replacing photographs or moving the instruction to another agent, save a baseline record: the date the unit was genuinely ready for occupation, the current rent and terms, every channel and agent, the version of the copy and images, available viewing hours, key status and results to date. Mark separately any days when the advert was technically live but the apartment could not be viewed or occupied.
The record is not paperwork for its own sake. It prevents several simultaneous changes from receiving credit for the same result. RICS Property agency and management principles, effective from 1 January 2025, requires full records of the evidence, comparable data and sources used to reach a professional opinion. The same principle gives an owner a reviewable history of decisions rather than a collection of impressions.
Locate the loss across the whole funnel
Do not collapse every result into the word ‘interest’. Separate listing visibility, listing opens, qualified enquiries, a viewing offered, a viewing completed, an application or offer, terms agreed and a signed lease. Keep the date, source and reason for stopping at each transition.
Little visibility points to distribution or filtering. Opens without enquiries point to the lead image, rent, terms or trust in the information. Enquiries without viewings point to response, access, qualification or scheduling. Viewings without offers require a comparison between the advert, the actual unit and the full terms. AppFolio's industry material on leasing metrics recommends tracking leads, showings, applications and leases separately so the bottleneck can be identified rather than inferred from the final result alone.
Check whether the apartment can actually be viewed
Run a control enquiry in the same way a real tenant would. Confirm who responds, whether that person has the current unit sheet, working keys and access card, can offer a specific time, understands the building's entry rules and is allowed to conduct the viewing that day. Record the actual path from the first message to the apartment door, not the promised process.
Before each marketing period, check the basics: the unit is clean, electricity and water work, the air conditioner can be demonstrated, accessible rooms open, and the agent knows what is included and when occupation is possible. An advert does not test demand if the property is operationally unavailable or the core answers change with every enquiry.
Reconcile every public version of the listing
Collect links and screenshots of every live publication for the unit and compare the rent, deposit, term, availability date, furniture, parking, pet rule, included charges and contact person. Remove or correct stale and duplicate records, then give every agent one owner-approved version carrying its date.
Conflicting adverts create distrust and corrupt the diagnostic data rather than adding useful reach. Cambodia's Law on Consumer Protection defines a misleading representation as one that causes a consumer to believe something is true when it is not. Prakas No. 185 of 31 August 2021 requires persons conducting business through electronic communications to provide accurate, clear and understandable information, including terms, charges and the goods or services actually offered. A Cambodian lawyer should confirm how the duties apply to a private owner and the chosen agency model, but one truthful master listing remains a sensible minimum standard.
Rent: the main and least popular answer
Price is the only variable that changes today and takes effect at once. Compare it not with what you charged two years ago, nor with the yield you modelled at purchase, but with what is being offered right now in your building and the ones next door, at similar size and condition.
Change one hypothesis in each test cycle
Write a testable hypothesis: prospects open the card but the terms do not generate enquiries; enquiries arrive but access prevents viewings; or the viewed apartment does not justify the advertised rent. Change one principal variable and state which funnel transition should improve. Keep the other material terms stable during that test.
Set the test length by sufficient comparable traffic and genuine viewing availability, not by a universal number of calendar weeks. A period in which the listing had little exposure, the agent failed to respond or the unit could not be shown is not a fair test of price. Save the outcome before moving to the next hypothesis.
The diagnostic signal is simple: if two or three weeks of active viewings produce no second enquiries and no offers on price, the rent is the problem. When the price is near the market, people negotiate. When it is above the market, there is silence: people do not haggle, they simply leave.
And the arithmetic that usually settles the argument with yourself. A vacant month is a whole month's rent lost, and it cannot be recovered. A 5–10% reduction spreads across the contract term but starts earning immediately. Two vacant months almost always cost more than a year at a discount.
The listing
- Photographs. Daytime, lights on, tidy apartment, shot from a corner rather than up close. Dark, crooked images turn away more people than a high price.
- The first image. It decides whether the listing gets opened at all. Make it the strongest angle, not the corridor.
- What is stated. Floor, size, number of bedrooms, what furniture and appliances are included, what the payment covers, parking, pets, minimum term.
- Speed of reply. The rental market runs on hours. A reply the next day reaches someone already viewing another apartment.
- Platforms. One platform is one audience. Foreign tenants, local tenants and corporate tenants look in different places.
What people say at viewings
Feedback after a viewing is the most valuable information available, and it is usually never collected. Ask the agent or manager to record the reason each person gave for passing. Three or four identical answers in a row is a diagnosis, not a coincidence.
Audit the agent through events, not impressions
Request an event log for each enquiry: date and channel, confirmed requirements, time of the first substantive response, viewing slots offered, whether the viewing occurred, who conducted it, what was sent afterwards and the next step agreed. Prospects' personal data should be retained only to the necessary extent and shared with the owner in accordance with applicable privacy requirements.
Statements such as ‘there was a lot of interest’ or ‘the market is quiet’ cannot be tested. RICS requires an agent to act diligently throughout the instruction, perform contractual obligations within agreed timescales and maintain appropriate business records. RICS is not Cambodian law, but it supplies a useful professional benchmark for the report expected from an agent or property manager.
Typical answers worth taking literally: "expensive for this condition", "noisy", "too far to transport", "small kitchen", "no washing machine", "dark". The first is cured by price; the rest by spending, and only you can judge whether that pays back.
Condition: what actually puts people off
Move to this step only once you are satisfied the price is at market and the listing is sound. Then look at what most often stops a tenant in Phnom Penh: an air conditioner that does not work or is loud, weak water pressure, a damp smell, no washing machine, a worn mattress and sofa, a dark or awkward kitchen.
Compare the full economics of a concession, vacancy and an upgrade
Use the same basis for every option. The cost of continued vacancy includes foregone gross rent for the actual empty period, owner-paid running costs that continue without a tenant, and additional marketing or preparation expense. The cost of a concession includes the rent reduction over the assumed occupied term and any owner-funded incentives. This is a scenario, not a guaranteed forecast.
Before buying equipment or renovating, record the specific objection, quotation, expected change in rent or letting probability, the period over which the cost must be recovered and the item's residual value. Where the work does not remove a documented obstacle or cannot reasonably be recovered through rent and reduced vacancy, it should not be presented as an investment decision. Correct the measured bottleneck, not the apartment's most visible imperfection.

Competition inside your own building
This is the factor owners account for least. In a new development where investors bought dozens of identical units, you are not competing with the city market but with the neighbours on your floor — same layout, same furniture. In that situation the unit that wins is either cheaper or visibly better prepared; there is no third option.
Look at how many apartments of your type are being let in your building right now. If there are many, that explains the vacancy better than anything else — and tells you that you will have to differ either on price or on condition.
Use a control group
Build a small control group from genuinely available units of the same type in the building and the closest comparable properties nearby. Record the date availability was confirmed, whether a viewing can actually be arranged, the package of terms, condition and any known outcome. A live card whose availability has not been confirmed should not carry the same weight as a verified competitor.
If similar units are also remaining available, the cause is more likely to sit at segment, seasonal or supply level. If comparable units receive viewings and secure leases while yours does not, the issue is closer to the specific rent, advert, access, condition or agent execution. This is a diagnostic comparison, not a market valuation or a promise of a letting period.
Changing format
If long-term letting is not working, changing format sometimes helps: furnishing and letting on a shorter term, targeting a different audience, considering a corporate tenant. But each format has its own requirements and its own house rules — before switching, check the comparison of short-term and long-term letting and your condominium's rules: short-term letting is not permitted everywhere.
