Cambodia hands 1,312 ownership certificates to buyers across eight housing projects
Let’s explore this page together
The ceremony took place at the ministry in Phnom Penh, with the official results published the following day. For the buyers included in this handover, the important distinction is that the certificates were actually issued, making this a completed administrative outcome rather than another announcement of future action.
The 1,312 certificates were spread across eight developments
The ministry gave a project-by-project breakdown:
- Borey Leng Navatra — 532 certificates; - Borey KP Mon Dany Project 29 — 339; - Borey PR Villa — 219; - Borey Youn Pros Pov — 95; - Borey Sim Bo — 65; - Borey Chao Socheat Project 5 — 46; - Thi Sophak housing project — 11; - Borey Cheary–Tol Lon — 5.
The seven projects other than Borey Leng Navatra account for 780 certificates. A notice issued before the ceremony had invited customers from those seven developments who had paid in full to collect their documents; the final ministry announcement added 532 certificates for Borey Leng Navatra, bringing the total handed over to 1,312.
That total describes certificates issued at the event. It should not automatically be read as the number of all customers in the eight developments or the total number of properties still involved in wider resolution work.
For practical context, see Cambodia law and taxes. This development also connects with Cambodia restricts Leng Navatra property transactions.
Title issuance does not settle every outstanding project obligation
An ownership certificate is a concrete result for the property it covers, but it does not by itself confirm that construction, utilities, shared infrastructure, refunds or every contractual obligation have also been completed. The September 30 ministry statement does not claim that all issues across the eight developments are now closed.
This distinction is particularly relevant to Borey Leng Navatra. Earlier in September, the ministry separately described ongoing work involving house completion, handovers and ownership documentation connected with the group’s stalled developments. Buyers therefore need to separate the status of their title from the status of any remaining construction or contractual issues attached to the same purchase.
