Bakheng Water Treatment Plant Phase 3 reaches 72% completion
Let’s explore this page together
Cambodia's Minister of Industry, Science, Technology and Innovation, Hem Vanndy, inspected the project on 15 May. The ministry reported that Phase 3 of Bakheng, described as the country's largest water treatment facility, was approximately 72% complete at the time of the visit.
The expansion will add 195,000 cubic metres per day
Once commissioned, Phase 3 is expected to lift Bakheng's total production capacity to 585,000 cubic metres a day. Phnom Penh Water Supply Authority's overall production capacity would then rise to around 1.2 million cubic metres per day.
The relevance for Phnom Penh residents is the additional headroom this creates for a growing urban water system. It is a future capacity increase, however, not evidence that water pressure or service has already improved in every neighbourhood or building.

Full operation is expected in the second quarter of 2027
The May inspection put full operation in the second quarter of 2027. Until commissioning, the additional 195,000 cubic metres per day remains planned capacity tied to a construction project still in progress.
For people choosing a home or a long-term rental, the project is useful context about the direction of Phnom Penh's utility infrastructure. Building-level conditions remain separate: local distribution, water pressure, storage tanks and maintenance can still differ substantially even after a major treatment plant comes online.
