Cambodia puts its 2026–2030 micro, small and medium enterprise strategy into action
Let’s explore this page together
The October launch followed two earlier decisions
Prime Minister Hun Manet presided over the launch in Phnom Penh. The government had agreed to the strategy on July 10, while a steering committee to coordinate its implementation was established on September 15. The October ceremony therefore marked the formal start of implementation, a distinct development from the earlier policy decision and coordination arrangements.
The government is seeking stronger domestic production, more employment and better links between Cambodian enterprises and regional value chains. Those objectives matter to businesses beyond the capital: the strategy is national in scope and addresses micro, small and medium firms across Cambodia.
For practical context, see Cambodia economy and finance. This development also connects with Cambodia launches national startup strategy through 2030.
Business conditions and access to markets share the spotlight
The strategy has four pillars. It calls for improvements to the business and regulatory environment; stronger production and service capabilities through technology and innovation; greater competitiveness at home and overseas; and supporting physical and institutional infrastructure. Taken together, these priorities cover both the conditions in which a company operates and its ability to sell what it produces.
Government reporting also refers to credit packages, grants, investment capital, technical assistance, skills training and incentives involving tax and registration. These are categories of support under the strategy, not a published offer on identical terms to every firm. A financing facility or incentive can only be assessed once the responsible programme sets out its actual conditions.
Foreign ownership and funding eligibility need closer scrutiny
A business owner deciding whether to expand should distinguish existing support schemes from any new measures that may be introduced under this strategy. The October 22 launch announcements did not provide one common application window, grant amount or eligibility test covering all of the measures mentioned. Programme-specific rules will determine which sectors and businesses qualify, what documents are required and whether funding is available.
For a foreign-owned Cambodian company, the uncertainty is particularly relevant. A national strategy for MSMEs does not, by itself, establish that a foreign shareholder or their company can access every incentive. It would be premature to count on cheaper finance or tax savings in a business forecast without confirming the terms applicable to that company and its activity.
