Cambodia’s CDC sets 26 October for full digital invoicing across its services

Event date

The change replaces a two-track payment process

Until now, CDC payments have not all followed the same route. Digital invoices were already used for investment registration applications submitted through the cdcIPM platform, while people paying public-service fees at CDC offices could receive conventional payment receipts.

Instruction No. 1707/26, dated 25 September, sets a full transition from 26 October 2026. From that date, CDC says digital invoices are to cover all of its public services, including transactions handled at physical service locations as well as through its digital systems. As of 5 October, that full-coverage date is still ahead.

One document is designed to cover payment and verification

The CDC notice says the digital invoice will carry a QR code linked to the cdc.gov.kh domain. Before payment it can function as the payment instruction; after payment it is intended to serve as proof of payment and allow authenticity checks.

The system also provides links for digital payment through Bakong KHQR, mobile banking, Visa and Mastercard, together with a dashboard for tracking the status of the public service. For businesses and investors dealing with CDC, the change is a more uniform payment record across online and in-person services.

The scope should stay narrow when interpreting the announcement. It covers public services provided by the Council for the Development of Cambodia; it does not establish the same invoicing procedure for every Cambodian ministry or public authority.
