Cambodia launches emissions programme spanning waste, cooking and agriculture
Support planned for 2026–2028
State news agency AKP reports approximately $4 million in CCAC support for the Cambodian programme over 2026–2028. The work includes strengthening government expertise and its ability to address emissions.
Its scope covers methane, black carbon and hydrofluorocarbons (HFCs). These have different effects: CCAC describes black carbon as soot from incomplete combustion that contributes to fine-particle air pollution. Methane and HFCs are greenhouse gases, with HFCs used in equipment such as refrigerators and air conditioners. Tackling this group therefore involves both local air pollution and emissions that affect the climate.
For practical context, see Cambodia economy and finance. This development also connects with Battambang waste project targets 25,000 rural residents.
Waste projects and the shift to electric cooking
CCAC's Cambodia programme identifies waste-sector methane, electric cooking, lower-emission rice cultivation and the management of rice residues as priorities. Better measurement and reporting are also part of the work, providing a basis for assessing whether measures deliver results.
An earlier CCAC call for proposals on organic waste illustrates the implementation stage. It seeks technical and financial preparation for future projects, better waste collection and separation, and support for local authorities to reduce open burning. Those planned activities do not establish that facilities have been completed or that investment has been secured.
City-level improvements still require evidence
The launch announcement provides no measurements demonstrating pollution reductions already achieved through the programme. Residents assessing living conditions will need information about air quality and completed measures in the places that matter to them. The programme's end date in 2028 is not a substantiated deadline for eliminating smog.
