Cambodia's planned cashew-shell liquid projects remain in development
Cashew nut shell liquid, or CNSL, is an industrial material extracted from the shell around the nut. It can be used in products such as resins, coatings, friction materials and other chemical applications. For Cambodia, the commercial idea is to capture more value from material generated by domestic cashew processing, but the June announcement should be read as a set of investment plans rather than evidence that all three facilities are already operating.
Three planned facilities were announced in June
Agence Kampuchea Presse reported on June 4, citing the Cashew Nut Association of Cambodia (CAC), that three companies intended to develop CNSL production in the country before the end of 2026. Japan's TPJ was named, while two Vietnamese companies chose not to disclose their names at that stage.
CAC described one medium-sized extraction plant and two smaller facilities. The smaller units were expected to use a Japanese two-stage extraction process, while the larger project was associated with a Vietnamese five-stage process. The June report did not provide investment amounts, confirmed addresses for all three projects or job numbers, so those details should not be inferred from the announcement.
For practical context, see Cambodia economy and finance. This development also connects with Cambodia links skills training more closely to four industries.
The Japanese timetable has already moved
The Japanese track had an earlier target. On February 9, CAC said a pilot CNSL project at the existing Mirarth Agri Tech facility in Kampong Thom was expected to start in August 2026 under a cooperation framework involving Mirarth Green Tech and the Japan Cooperation Center for Petroleum.
CAC's August 26 update presented a later schedule. It said JCCP and TPJ were preparing a demonstration project at Mirarth in Kampong Thom, with operations due to begin in December 2026. That update shows that the project had not met the earlier August start target and was still in the demonstration phase rather than established commercial production.
The same August statement added another important detail: the Mirarth project was expected to become Cambodia's second CNSL extraction facility, after a medium-scale plant established by a Chinese company in Kampong Thom. CAC did not identify that Chinese plant as one of the two unnamed Vietnamese projects mentioned in June, so the announcements should not be merged without further evidence.
Local processing is the part that determines the wider impact
CNSL only becomes available as a useful feedstock where cashew shells are collected through nut processing. That means a viable shell-liquid business depends on more than installing extraction equipment: processors need a reliable flow of shells and a market for the resulting product. The announcements do not establish that farm-gate cashew prices will rise, nor do they provide enough information to quantify employment gains.
For processors, the attraction is clearer. A by-product with limited value can potentially become another saleable industrial material, improving the economics of domestic processing if the plants operate at workable scale and secure buyers. The next meaningful evidence will be actual commissioning, verified capacity and offtake arrangements rather than another timetable alone.
