Cambodia begins building a network of certified financial education trainers
The May launch began with a five-day trainer course
The programme opened in Phnom Penh alongside a Training of Trainers course held from 18 to 22 May. The ILO later reported that around 60 people from banking and financial institutions, training groups, industry bodies and the media took part in the launch.
The aim is to develop professionals who can deliver financial education inside their institutions and then extend it to workers, entrepreneurs and communities. That matters as more everyday financial activity in Cambodia moves into formal and digital channels, where people are increasingly expected to make decisions about credit, savings, insurance and payment services.
The first week of training was not the whole certification process. An ILO notice issued before the launch described additional mentoring, coaching, supervision and technical feedback for trainer candidates in Cambodia and Indonesia. The May event should therefore be read as the start of a professional training and certification pathway, not as an automatic certificate for everyone who attended the launch.

Customers should not confuse education with regulation
The programme can improve the quality of financial explanations people receive, especially if trained staff carry the material into workplaces and communities. It does not, however, change loan contracts, interest charges, repayment schedules or enforcement rights, and it does not create a new compensation scheme for financial losses or fraud.
For a borrower or bank customer, its value is preventive: better information may help someone understand a product before committing to it, recognise the cost of debt or use digital services more safely. Contract terms and legal protections still depend on the actual product, documents and rules that apply to the transaction.
