Kampong Cham becomes Cambodia’s first province with precise commune boundary maps
For landowners and prospective buyers, the main benefit is better administrative reference data. Clearer local boundaries can support cadastral work and planning, but they do not establish ownership of a particular parcel or replace parcel-specific records.
The maps define local administrative areas
The signing ceremony took place at the Kampong Cham provincial administration on 1 June, with senior officials from the interior and land management ministries. In its 3 June notice, the Ministry of Land Management, Urban Planning and Construction said the province had become the first in Cambodia to put in place precise and unambiguous boundary maps for communes and sangkats.
The ministry linked the maps to more accurate local planning, including the designation of agricultural, industrial, conservation and infrastructure areas. It also said work was continuing on standard geographic codes, addresses and place names so public agencies can use a more consistent territorial reference system.
The new maps answer an administrative question: which commune or sangkat a location belongs to and where the line between neighbouring local jurisdictions runs. They do not, by themselves, establish who owns an individual plot, confirm the surveyed limits of that plot or show whether the land carries an encumbrance or dispute.
The ministry’s June notice also said land registration in Kampong Cham had been completed. That is related but distinct work. The province had already been publicly identified in 2024 as the first in Cambodia to complete systematic land surveying and registration, so the June 2026 milestone concerns the administrative boundary layer rather than a new substitute for title due diligence.

Online access is a separate step
The ministry said it intended to standardise place names for use with Google Maps and to make additional land and infrastructure information available through its online services. The June notice did not state that the newly signed boundaries were already fully reflected in every public digital cadastral system.
For a site purchase, construction or business decision, the distinction has direct practical consequences. The new administrative maps can improve the context around a property, while parcel-level checks still depend on the title, cadastral identification, registered boundaries and any relevant rights or restrictions attached to that specific land.
