Cambodia clears 1,291 Leng Navatra plots for auction as buyers get a title-transfer filing window
Let’s explore this page together
The two measures address different parts of the long-running problems around the National Road 6A and Chrey 100 developments in Kandal province. One is intended to raise money from unused land; the other creates a defined filing period for certain existing buyers who still need their ownership transfer registered.
The auction covers titled land in Banteay Srei
The 1,291 plots are in Khnar village, Khnar Sanday commune, Banteay Srei district, Siem Reap province. According to the ministry's statement as reported by Cambodian media, the plots have individual ownership certificates, are not subject to third-party claims and do not overlap with land previously bought or exchanged by customers.
Proceeds are intended to support the resolution process for buyers in the National Road 6A and Chrey 100 projects. The approval creates a potential funding source, but it does not establish how much the auction will ultimately raise or how quickly the remaining obligations can be completed.
For practical context, see Cambodia law and taxes. This development also connects with Field titling work starts in Phnom Penh's Khan 7 Makara.
Unregistered buyers can file from September 28 to October 28
The ministry will accept applications during that period from people who bought houses or land from Galaxy Navatra Group or individuals associated with the company but have not yet registered the transfer of ownership. Filing is to take place at the ministry's headquarters in Phnom Penh during working hours, with applicants required to provide the documents needed for registration.
For affected buyers, the deadline is more important than the auction pricing itself. An application is still subject to review, so the filing window should not be read as an automatic guarantee that every ownership transfer will be registered.
The new mechanism is not the same as project completion
As of September 9, the ministry said 598 houses had been completed and handed over, while ownership certificates had been issued to 5,970 fully paid customers. Land-filling work at the Chrey 100 project was reported at about 60 percent.
The latest steps add another route for resolving outstanding cases, but they do not settle every buyer's position at once. A customer waiting for title registration now has a specific filing period; a customer waiting for an unfinished home, land delivery or repayment still needs a separate confirmed update tied to that obligation. Approval of the land auction does not guarantee a construction-completion date or repayment for an individual buyer.
