Cambodia targets nationwide land registration completion by end-2026

Surveying, registration and title delivery are separate stages

At the 29 July ceremony in Kandal province, Prime Minister Hun Manet called on the land authorities and provincial administrations to accelerate the remaining work. Agence Kampuchea Presse reported the stated goal as nationwide completion of land surveying and registration by the end of 2026, with distribution of land titles to citizens to be completed in 2027.

The figures released that day show why the distinction matters. Authorities said 13,956,479 parcels had been surveyed, while 9,641,857 titles had been issued and 8,765,419 certificates had been distributed to citizens. Progress at the surveying stage therefore does not prove that every parcel has reached the final documentation stage.

Kandal reached a milestone with 23,067 certificates

The announcement was made as 23,067 land ownership certificates were handed to residents of 17 villages in three communes of Ksach Kandal district. According to AKP, the event covered the province’s last remaining district under the systematic registration campaign, allowing Kandal to mark that campaign as complete across the province.

That provincial milestone is narrower than the national target. Other provincial administrations were specifically told to continue their remaining registration work, so Kandal’s status cannot be assumed for land elsewhere in Cambodia.

For an owner or buyer, the programme is relevant because it can improve the availability and consistency of formal land records over time. It is not, however, evidence that a particular parcel has a completed registration, a clean ownership history or no unresolved boundary issue.

A transaction still depends on the documents attached to that specific property at the time of the deal. The 2026–2027 timetable is useful context for how the cadastral system is progressing, but it should not replace parcel-level verification.
