Borey Angkor Phnom Penh dates from 2011, when northern Phnom Penh was only beginning to emerge as a major market for gated villa communities. The development on Angkor Boulevard in Tuol Sangke 2 has since become part of the established city. Its houses are occupied, rented, resold and often altered by their owners, giving the project something new launches cannot offer: a long enough history to see how the neighbourhood has actually aged.

That maturity changes the way the development should be judged. The original landscape plan and sales imagery still provide context, but today’s evidence lies in the width and condition of the roads, the upkeep of planted areas, parking pressure, security and the way different phases sit together after years of occupation.

Housing designed around extended family life

Borey Angkor’s defining product is the large landed home. The development has included flat houses, twin villas, modern villas, VIP and private villas, shophouses and later Premier and Luxury models. Some of the largest plans provide five to seven bedrooms, several reception areas and separate service or staff spaces.

These homes were clearly designed for a particular market. They suit affluent Cambodian households seeking a primary residence with enough room for several generations, formal entertaining and domestic help. Shophouses also allow the familiar combination of family life upstairs and a business at street level. This is not an efficient, low-maintenance investment product in the way a small condominium can be. The value lies in land, privacy, family utility and the social standing attached to a substantial villa inside a recognised community.

Large houses also bring their own resale dynamics. A heavily customised seven-bedroom villa may take longer to match with the right buyer than a standard apartment, and condition varies considerably after years of owner occupation. Street position, renovation quality, plot orientation and access can matter as much as the original house category.

Awards were the beginning; the lived-in estate is the stronger proof

At the 2019 PropertyGuru Cambodia Property Awards, Borey Angkor Phnom Penh won Best Luxury Housing Development in Phnom Penh, Best Housing Development in Cambodia, and awards for luxury housing architecture and landscape design. The associated group also received special recognition for sustainable development and for design and construction. The breadth of those awards suggests that the project was recognised as a complete environment rather than simply for expensive façades.

A present-day buyer has an even more useful test. Resale and rental stock can be inspected in lived-in condition. It is possible to see whether communal areas remain attractive, how busy internal roads become, where shops have taken hold and how original homes compare with renovated ones. That afterlife is particularly valuable in a market where many developers are still selling their first project.

Older schemes such as Borey Independence and the related Kampu Borey name sometimes appear in the group’s wider history, although the legal and corporate links are not presented consistently. Borey Angkor Phnom Penh itself requires less interpretation. It is a large, established villa district whose strengths and compromises are visible on the ground. Its appeal comes from space, community and longevity—not from being the newest address in Phnom Penh.
