Canopy Sands Development Co., Ltd

Canopy Sands Development cannot be described like a conventional builder with one tower and a straightforward handover date. The company is the master developer of Bay of Lights, a proposed 934-hectare coastal city at Ream near Sihanoukville. The plan covers homes, hotels, business districts, entertainment, golf and a long waterfront. The frequently quoted US$16 billion figure belongs to the full multi-decade vision, not to property already delivered.

The gap between that vision and the present physical record defines the project. Bay of Lights is a real development site with reclamation, roads and several operating attractions, but it is not a completed city—or even a single finished residential scheme that can be assessed as one product.

A city plan at an early stage of reality

The development began as Ream City, with Singapore-based Surbana Jurong responsible for master planning, urban design and coastal engineering. Its assignment concluded in 2022. A beach club and leisure facilities later opened, while independent reporting continued to describe much of the wider site as unfinished and shaped by ongoing reclamation.

Those reports also raised concerns about environmental effects and the impact on neighbouring communities. For a scheme promoted as a modern eco-city, that context matters. The eventual quality of the district depends not only on architecture but also on how the coastline was transformed and how the development relates to the communities that were already there.

Before October 2025, Canopy Sands assembled an extensive network of international hospitality announcements. Ascott agreed to manage two properties, and Hotel101 announced projects in Sihanoukville and Phnom Penh. Such agreements signalled ambition, but they were not evidence of completed buildings. Ascott later said it had terminated its contracts after the sanctions action, meaning older operator announcements can no longer be treated as a reliable guide to current delivery.

Sanctions now define the developer more than the master plan

On 14 October 2025, the U.S. Office of Foreign Assets Control added Canopy Sands Development Co. Ltd. to the SDN List, publishing Cambodian tax ID K002-901906001 and linking the company to Chen Zhi. The designation formed part of the action against the Prince Group network, which U.S. authorities identified as a transnational criminal organisation.

This is not simply reputational damage. U.S. persons are generally prohibited from dealing with an SDN, and international banks may block or reject payments when a sanctioned party appears in the transaction chain. A buyer with no U.S. connection may still encounter compliance, financing, remittance or resale difficulties.

At the same time, Canopy Sands, the Bay of Lights brand, Prince Holding Group and every project company should not be treated as one interchangeable legal entity. For an existing contract, the exact counterparty and payment recipient are critical.

Bay of Lights remains one of Cambodia’s most ambitious development ideas and a highly visible physical site. The old question—whether the master plan is credible—is no longer enough. The more immediate issue is whether a particular property position can be funded, transferred and later sold within the sanctions environment. Until that is clear at the level of the actual company and contract, the architecture and former international partnerships are secondary.
