Forest Harmony emerged in Kampot when the weekend home was only beginning to develop into a distinct Cambodian property market. The company chose a site in Teuk Chhou, roughly 18 kilometres from the city, and offered affluent local buyers villas among hills and greenery rather than apartments or a conventional urban borey.

The first phase launched in 2019. Later reporting described 78 villas across 13 hectares, marketed through Century 21 Cambodia. By 2020, the developer had expanded the vision through Golf Harmony: a further 27.3 hectares with a nine-hole course, 51 villas and four low-rise condominium buildings containing 168 apartments.

A resort district rather than a simple villa estate

The move from the first villa phase into Golf Harmony shows that the company intended to create a self-contained resort district, not a small weekend compound. In that model, the value of a house depends on much more than the building. Landscaping, access roads, leisure facilities, estate management and the number of owners who actually use their properties all shape the experience.

A second home is often left empty for long periods, which makes operations especially important. An unoccupied villa quickly exposes weaknesses in moisture control, security, maintenance and garden care. A golf course and clubhouse may strengthen the destination, but only when they are delivered and remain in regular use rather than surviving in old presentation material.

Forest Harmony projects appeared in housing-finance programmes, and the brand received Cambodia Real Estate Awards in 2023 as both a development and a landed-property developer. Those honours show how visible the company had become, but they do not establish the present condition of every phase.

The 2026 events changed how the project must be read

On 11 February 2026, Khmer Times reported that the Ministry of Land Management had invited customers affected by problems at the FOREST HARMONY land project in Kampot to a meeting to discuss solutions. The report referred to buyer grievances and ministry involvement, but did not provide a final settlement, insolvency finding or confirmation that the same issue applied to every villa and parcel under the brand.

Even without a final outcome, a completed villa and a new land product can no longer be treated in the same way. An existing house that can be inspected, documented and seen in use presents one situation. A parcel or unfinished phase sold on the strength of the company’s earlier reputation presents another.

Forest Harmony remains a significant part of Kampot’s second-home story. It was among the first developers to turn rural villas into a large domestic resort proposition. Today, however, the company is defined less by the breadth of its original concept than by the line between what has been physically delivered and documented, and what still requires clarity after government intervention.
