Track record

Kingsland has a verifiable record of completed projects in Phnom Penh. The company's 2017 reporting identifies Lumiere Hotel, formerly Oknha Peich Boutique Hotel, as its first completed Cambodian development; it is a 13-storey hotel project. One18 Residences, a 24- to 25-storey serviced-apartment development with 124 units, was completed in Q3 2019 before Kingsland's interest was sold. Global Tech Exchange became the group's larger mixed-use undertaking in Phnom Penh City Centre: Kingsland's historical materials described two office towers, a hotel tower, retail floors and a data centre. Its completion timetable subsequently slipped, and Pointer's Phnom Penh market report listed the completion date as rescheduled.

Segments and prices

Kingsland's Cambodian record spans hospitality, serviced apartments and commercial real estate. Global Tech Exchange was conceived primarily as a business and hospitality complex rather than a conventional mass-market condominium. We did not find a verified current public sale price for individual Global Tech Exchange premises in the sources reviewed. If a unit is now being offered to a private investor, the price should be assessed together with the legal interest being transferred, permitted use, completion status, management terms and post-handover costs.

Geography

Kingsland's documented Cambodian developments are concentrated in Phnom Penh. Lumiere Hotel and One18 Residences are central-city projects, while Global Tech Exchange sits within Phnom Penh City Centre in Daun Penh. The corporate website still lists Kingsland (KH) Development Co., Ltd. and a Phnom Penh contact, but that does not replace verification of the current landholder, project company and contracting party for a transaction.

Reliability and public record

Kingsland's profile is supported by historical public reporting and several completed Cambodian developments, rather than by launch materials alone. The current picture still requires care. Kingsland Global was removed from the Australian Securities Exchange's official list on 31 August 2023; at the same time, the Singapore entity under UEN 201523877H continues to appear as live in Singapore corporate data, and a February 2026 Singapore government publication records a share-capital reduction filing by that entity. Global Tech Exchange adds another layer of uncertainty: earlier materials name Kingsland Global and Shukaku as joint developers, whereas Pointer's 2023 market report attributes the project to Shukaku Inc. and MSQM ZTH. For a buyer, Kingsland's earlier involvement is relevant history, but it does not establish who is currently responsible for selling, completing or handing over a particular unit.

What to verify

For Global Tech Exchange, start by identifying the current developer and seller named in the contract: the historical Kingsland-Shukaku joint-development structure does not match the later attribution to Shukaku and MSQM ZTH. Obtain documents showing the chain of rights from the landholder to the project company and to the entity receiving the buyer's funds, together with current permits and the latest completion plan. Older Kingsland materials targeted completion in 2021-2022, while a later market report marked the completion date as rescheduled, so the specific premises should be checked against actual construction status, completion or occupancy evidence and handover terms. If a foreign buyer is being offered direct ownership of a private unit, verify that the building is properly registered for co-ownership and that the unit qualifies: Cambodian law permits foreign ownership of private units only above ground level, not ownership of the underlying land, and aggregate foreign ownership is capped at 70% of the total private-unit floor area in such a building. For commercial premises, also confirm permitted use, leasing rights, service charges, taxes, management rules and exactly what title or registered right will be issued to the buyer.

Before a transaction, obtain a fresh official extract for the exact legal entity signing the contract.

Which Cambodian projects did Kingsland Global actually complete?

Public reporting supports completion of Lumiere Hotel, formerly Oknha Peich Boutique Hotel, in Phnom Penh in 2017. One18 Residences was completed in Q3 2019, and the company's reporting states that Kingsland's interest was transferred to the buyer after completion. Those delivered developments are more useful evidence of execution than a list of announced projects.

Is Kingsland Global still the developer of Global Tech Exchange?

Public sources are inconsistent, so this should not be stated categorically. Kingsland materials from 2020-2021 described Global Tech Exchange as a joint development by Kingsland Global and Shukaku. Pointer's 2023 Phnom Penh market report lists Shukaku Inc. and MSQM ZTH as the developers, while a current 2026 property listing is still associated with Kingsland Global. A transaction should therefore be based on the current project company, asset rights and contracting party, not on the marketing name alone.

Can a foreign buyer own a unit in Global Tech Exchange?

It depends on more than the floor level; the legal status of the building and the specific premises matters. Cambodian law permits foreigners to own private units in qualifying co-owned buildings only above the ground floor; ground and underground floors are excluded, and the underlying land is not owned by the foreign unit owner. Aggregate foreign ownership is capped at 70% of the total private-unit floor area. Before paying a deposit, verify Global Tech Exchange's registration status, the remaining foreign quota and the title for the exact premises being offered.
