METRA Cambodia / Metra BCCJP Co., Ltd.

METRA is a relatively new Cambodian housing brand whose verified legal developer is Metra BCCJP Co., Ltd. In November 2025 the company formally launched Metra Estate Legacy, a large low-rise housing development aimed at middle-income households on the southern side of Phnom Penh. JETRO describes METRA BCCJP as a Japanese-affiliated company, while Cambodia's state news agency AKP explicitly identifies Metra BCCJP Co., Ltd. as the project's developer. Public evidence of completed projects under this exact legal entity remains limited, so buyers should judge the company primarily through Metra Estate Legacy's project documents and delivery progress rather than the scale of its stated vision.

Overview

Track record

The company's main publicly documented development is Metra Estate Legacy, also marketed as Borey Metra Koh Krobey. It was formally launched on 16 November 2025. JETRO reports a site of about 33 hectares and plans for more than 2,700 homes, while the current IPS Cambodia project page states 30 hectares and 2,700 homes; the approved master-plan documents should therefore be used for the exact site area. As of the review date, the development is still being delivered, and the sources checked do not establish a completed residential scheme or an earlier delivered project by Metra BCCJP under this legal entity.

Segments and prices

METRA positions the project for middle-income households, with relatively attainable landed homes for the Phnom Penh market. At launch, JETRO reported pricing of roughly US$50,000 to US$75,000 depending on house type, while IPS Cambodia showed a starting price of about US$55,000 in August 2026. The project includes residential houses, shophouses and villas, with IPS listing floor areas of approximately 52 to 84.5 sq m. These figures describe the current project offer and can vary by phase, plot, specification and financing terms.

Geography

The location conflict in public listings can be resolved with reasonable confidence: Metra Estate Legacy is administratively within Phnom Penh rather than a neighbouring province. AKP and Cambodian reporting place it in Koh Krobey village, Preaek Thmei commune, Chbar Ampov district, Phnom Penh; JETRO likewise describes Preaek Thmei as a Phnom Penh suburban location around 12 km from the city centre. The company's office is separate, on Street 63 in Boeung Keng Kang 1. The reviewed sources do not establish a second Cambodian city where Metra BCCJP has a confirmed development.

Reliability and public record

The company and project have a stronger public trace than many small new developers: METRA has an official website, the launch was covered by JETRO and Cambodia's state news agency AKP, and the ceremony was attended by a Secretary of State from the Ministry of Land Management, Urban Planning and Construction. That confirms a real, publicly launched development, but it does not substitute for checking approvals, financing, land title and the developer's capacity to complete every phase. Because Metra BCCJP does not yet have a clearly documented completed track record of its own, construction progress, contract terms and plot-specific documents carry particular weight for a buyer.

What to verify

Metra Estate Legacy is a landed-housing project, so the diligence process differs materially from buying a condominium unit. Start by confirming the exact developer and seller entity in the contract, title to the parent land parcel, approved subdivision into individual plots, construction permissions and any mortgages or other encumbrances. IPS markets the homes as hard-title property, but that portal statement should be verified against the documents for the selected plot and the timetable for issuing or transferring the individual title. Foreign buyers should not interpret a hard title as meaning that Cambodian land can be registered directly in their own name: Cambodian law prohibits direct foreign ownership of land. Anyone without Cambodian nationality should obtain independent legal advice on a lawful ownership or long-term-use structure, and nominee arrangements should not be treated as a safe substitute for legal title. For an off-plan house, also check the payment schedule, delay and refund clauses, construction-linked milestones and the exact specification the developer is contractually required to deliver.

Frequently asked questions

Which legal entity is behind the METRA brand in Cambodia?

The reviewed sources identify Metra BCCJP Co., Ltd. as the developer. AKP explicitly names that company as the developer of Metra Estate Legacy, JETRO uses the METRA BCCJP name, and METRA's official website publishes the brand's Phnom Penh office and contact details. Some IPS pages use the spelling BCCJB, which conflicts with the official BCCJP name, so transaction documents should be matched to the registered legal entity rather than a portal spelling.

Is Metra Estate Legacy in Phnom Penh or outside the city?

Administratively, the project is in Phnom Penh: Koh Krobey village, Preaek Thmei commune, Chbar Ampov district. Confusion arises because it sits on the southern urban edge toward Ta Khmao. JETRO describes the location as suburban Phnom Penh, while AKP gives an administrative address within the capital.

Does Metra BCCJP already have completed projects?

The reviewed public sources do not establish a completed project under this exact legal entity. Its visible track record currently centres on Metra Estate Legacy, launched in November 2025 and still being delivered. Experience held by individual executives or overseas partners should not automatically be counted as Metra BCCJP's own completed portfolio.

Can a foreign buyer register a METRA house and land in their own name?

Not through ordinary direct foreign ownership of the land. Cambodian law reserves land ownership to Cambodian nationals and qualifying Cambodian legal entities. A foreign buyer therefore should not rely on a marketing reference to hard title alone; the lawful ownership or long-term-use structure must be determined and independently reviewed before a substantial payment is made.
