The business grew out of a family background in land acquisition and now presents a pipeline spanning commercial property and large urban developments. Its most visible current Phnom Penh project is TPMG Tower on Norodom Boulevard, while the group is also jointly developing the much larger Mekong Quay City in Arey Ksat with Khun Sea Group.

Its most visible current Phnom Penh project is TPMG Tower on Norodom Boulevard, while the group is also jointly developing the much larger Mekong Quay City in Arey Ksat with Khun Sea Group.
Track record
Public sources do not yet show TP Moral Group with a broad portfolio of fully delivered projects; its best-documented developments are still being executed. Construction of TPMG Tower, originally launched as Norodom Business Tower, began in April 2023, and Knight Frank described it as a 28-storey mixed-use scheme combining Grade A offices with a Pan Pacific hotel. By July 2026 the structure had reached full height and most of the glass façade was installed, while building systems, interior works and commissioning were still under way. Mekong Quay City broke ground in December 2024 as a joint development between TP Moral Group and Khun Sea Group, so it should currently be treated as an active development rather than completed track record.
Segments and prices
The group's clearest current Phnom Penh product is commercial rather than residential. In 2026, Grade A office space at TPMG Tower was marketed at about US$28 per sq m per month, with a management charge of roughly US$6 per sq m and available areas starting at around 84.7 sq m. This review did not find a current public sale price list for TP Moral Group residential units. Large schemes such as Mekong Quay are planned to include residential, commercial, hospitality and public components, but pricing should only be relied on once a specific product is formally launched.
Geography
TP Moral Group's public geographic pipeline extends beyond Phnom Penh, although the projects are at very different stages of maturity. TPMG Tower is on Norodom Boulevard in Daun Penh, while Mekong Quay City is being developed on the eastern bank of the Mekong in Arey Ksat, Kandal Province. The group's official website also presents concepts and land-led developments in Kampot, Kep and Kandal. These should not automatically be treated as delivered portfolio assets: some are long-term development visions rather than completed property available to buyers today.
Reliability and public record
TP Moral Group has a substantial verifiable public footprint through its corporate website, named management team, independent Knight Frank coverage and government engagement around infrastructure serving Mekong Quay. TPMG Tower also has documented international consultants and a Pan Pacific hotel component; Pan Pacific currently lists its Phnom Penh property as opening in 2027. The tower's public timeline has nevertheless moved: at the April 2023 groundbreaking, completion was expected in about 30 months, while the developer's July 2026 update still described final construction, systems work and preparations for occupation. That does not establish the eventual outcome of the project, but buyers and tenants should rely on the current contractual delivery date rather than older marketing schedules.
What to verify
Before entering a transaction with a TP Moral Group project, establish which legal entity is actually responsible for it: TP Moral Group Co., Ltd., a joint venture or a separate project company. The contract should clearly align the seller or landlord, land rights holder, payment recipient and entity responsible for delivery. For an unfinished project, review the land title, permits, current construction programme, contractual handover date and remedies for delay; at TPMG Tower, the latest office and hotel opening timetable should be reconciled with the agreement. If a residential product in Mekong Quay or another scheme is offered to a foreign buyer, separately verify the title structure, eligibility for an individual strata title in a co-owned building and the available foreign quota; a landed house or plot should never be assumed to give a foreign buyer direct ownership of Cambodian land.

Frequently asked questions
Are TPMG Tower and Norodom Business Tower different projects?
TP Moral Group's public material indicates that these names refer to the same Norodom Boulevard development. In 2023 it was widely presented as Norodom Business Tower, while current developer and Knight Frank material uses TPMG Tower. Transaction documents should be matched by exact address, land references and legal entity rather than by the marketing name alone.
Is TPMG Tower already completed?
According to TP Moral Group's 10 July 2026 update, the tower structure was complete and most of the façade installed, but building systems, fit-out and operational preparation were still continuing. Some commercial listings already use 2026 as the completion year, while Pan Pacific currently states that its hotel will open in 2027. A transaction should therefore use the documented readiness and handover date for the specific premises.
Is Mekong Quay solely a TP Moral Group project?
No. Official and independent sources describe Mekong Quay City as a joint development by TP Moral Group and Khun Sea Group. The project held its formal groundbreaking in December 2024, and in June 2026 Cambodia's Ministry of Public Works and Transport was discussing a proposed bridge serving the Mekong Quay development with TP Moral Group and other parties. Within a master development of this scale, buyers should identify the legal entity responsible for the exact phase and parcel being offered.
