Demand is not limited to holidaymakers: it may come from the port, logistics, trade, public services, restaurants and everyday business activity. The autonomous port handled 1,347,726 TEU in 2025, 30.57% more than in 2024 [13]. That confirms an economic anchor, but not rental demand for a specific building.

Why an investor may consider it

  • a potentially broader year-round user base than a purely resort-led property;
  • proximity to an operating port and urban employment [13];
  • a choice between owner occupation and long-term rental;
  • less dependence on one beach or marine transport;
  • easier physical oversight than an island property.

What is wrong with the zone

The citywide unfinished and non-operating building problem also affects the central market, but no street-level map is publicly available [6]. A central address does not automatically protect a buyer from vacant towers, construction noise or weak management.

What recovery-program approval does and does not prove

The Royal Government's 2024 special programme did cover investment connected with stalled buildings and offered facilitation for permits, inspections and occupancy certification together with tax incentives [16]. The same document, however, identifies unpermitted construction, missing quality and safety inspections, insufficient capital and disputes between building and land owners among the problems being addressed. A claim that a project is 'inside the government programme' therefore does not prove that it is funded, complete, safe or ready for individual title registration.

Ask for the Investment Promotion Working Group's decision identifying the exact project, owner and scope of approval. Verify construction and site-opening permits, quality and safety certification, completion documentation and the occupancy certificate for a finished building, as well as funding, the current programme and any unresolved disputes. Each document should be confirmed with the issuing authority: an incentive granted to an investor is not a substitute for the buyer's rights in the selected unit.

Port proximity creates employment and activity, but may also bring freight traffic, dust, noise and late-night operations. Utilities must be verified at building level. Citywide sewerage figures do not prove a connection for the property [10], and no reliable public zone-level data were found for power interruptions, water pressure or waste collection.

Phase 1 is located near Tumnob Rolok and is connected to the urban road network from Street 148; the later phases are planned as extensions of the same terminal complex [14]. For a port-belt apartment, the relevant question is therefore not only today's traffic but how freight access may shift as new capacity opens. Plot the building against the official terminal and access layout, travel the route on a working day, check the orientation of windows and balconies, and ask management for recorded complaints about dust, noise and night lighting. A quiet viewing appointment does not prove that access conditions will remain unchanged.

What format is easier to rent and why

The most testable hypothesis is a compact, fully completed unit in a genuinely operating building, designed for one person or a couple who value daily services and a practical commute. Reliable lifts, water, backup power, security, long-term leaseability and transparent monthly costs matter more than decorative amenities.

This is a working hypothesis rather than a statistical conclusion. No public achieved-rent or absorption series exists for the zone, so the case must be validated with leases from the building and genuinely comparable properties.

Test the port-tenant story at building level

A list of employment sectors does not show who actually rents in the building. Request an anonymised record of paid long-term leases showing commencement and expiry dates, achieved rent, deposit, renewals, arrears and vacancy between tenancies. For each lease, the employer category and work area are more useful than personal details. This separates port and logistics staff from hospitality workers, entrepreneurs and Cambodian households whose budgets, location preferences and demand cycles may be different.

The commute must also be tested rather than inferred from an employer's name. Measure door-to-work travel around shift changes, establish whether the employer provides transport and check whether any staff bus serves a different residential corridor more conveniently. When management cannot produce paid leases or explain why tenants left, underwrite the demand as unproven even if the building appears close to the port on a map.

How to assess resale

Identify the future buyer first: a Cambodian owner, a foreign buyer of an eligible strata-titled unit, or an investor seeking existing income. Then confirm that the exact right is transferable, that service-charge obligations are clear and that the developer is not still competing with a large inventory of similar units.

Port statistics do not establish resale liquidity. A credible exit requires a completed building, clean documentation, working utilities, controlled costs and a price supported by genuine comparables.

Separate operating infrastructure from the port pipeline

PAS's 2025 annual report places the terminal projects at distinct stages. Phase 1 of the new container terminal is under construction and scheduled to become operational in March 2027. The report gives a September 2026 to September 2029 construction window for Phase 2 and a 2027–2030 window for Phase 3; after both later phases open, PAS expects annual capacity to reach 2,637,000 TEU in 2030 [14]. These are the port operator's programme dates and expected outcomes, not evidence that rents or apartment values will rise in a particular building.

JICA is separately running a 24-month project whose stated output is the formulation of the Sihanoukville Port Master Plan 2050; medium- and long-term actions would still have to be implemented after the plan is produced [15]. A purchase case should therefore distinguish assets already in service, contracted construction and long-range planning. Before paying an infrastructure premium, obtain the latest official progress report for the relevant phase and exclude future port demand from the rental case until leases in the chosen building support it.

Site-inspection checklist

  • walk the route to daily services in the morning, evening and at weekends;
  • listen for noise with windows open and check night-time port activity;
  • map freight routes, dust exposure and heavy-vehicle parking;
  • record unfinished and non-operating buildings within the visible catchment;
  • test water pressure on upper floors and inspect reserve storage;
  • review generator run logs and fuel costs;
  • establish where wastewater actually goes;
  • inspect lifts, fire exits, pumps and emergency access;
  • obtain management budgets, owner arrears and special-assessment history;
  • request genuine long-term leases rather than advertised occupancy.

Who it suits and who should look elsewhere

The zone suits buyers seeking an urban use case, owner occupation or verifiable long-term rental demand. Buyers prioritising a quiet beach, resort atmosphere or island use should compare Otres, the urban beaches and Koh Rong. Anyone sensitive to freight traffic and noise should exclude parts of the port belt after an in-person inspection.

Why (Victory Hill)

Victory Hill has a recognisable local identity, but no separate public transaction, rent, occupancy, utility or unfinished-stock series was found. Its economic logic is tied to the centre, port, urban employment and daily services. The decisive risks—noise, freight movement, surrounding stalled stock, building quality and the long-term tenant pool—are already addressed in city-centre-port.

Budget separately for marine exposure

NIST notes that oceanfront buildings can be exposed to chloride-bearing sea spray and that moisture carrying chlorides into concrete can accelerate corrosion of embedded reinforcement [17]. For exposed carbon-steel components, ISO 12944-9:2018 addresses protective coating systems in marine atmospheres and was confirmed by ISO in 2025 [18]. Neither source diagnoses a particular condominium, but together they explain why an internal unit viewing is not an adequate condition assessment.

An engineer should inspect cracking and spalling concrete, rust staining, balcony edges, railing and air-conditioning anchors, external plant, roof areas, facade seals and drainage. Obtain facade and roof inspection records, repair invoices, the corrosion-protection specification and the budget for planned work. A low purchase price can be offset by special assessments when the owners' reserve does not cover the envelope and exposed equipment.
