Ream and the Operating-Airport Corridor

Ream and the Sihanoukville airport corridor should be assessed together. They share one buyer decision: early-stage development on the south-eastern coast, often marketed through nature, road access and future infrastructure, while the decisive risk lies in parcel status and actual delivery.

No separate verified “new airport under construction” was identified in the official material reviewed. The evidence supports an operating international airport with a staged masterplan. The first phase, extending to 2030, included lengthening the runway from 2,500 to 3,300 metres, with a later development phase extending to 2040 [14]. Any sales claim about a specific road, terminal or completion date should be checked against a current official implementation record.

Ream differs from an ordinary suburban market because protected-area controls are central. The law establishes core, conservation, sustainable-use and community zones, with development possibilities depending on classification and approvals [3]. Parcel-specific sub-decrees show why generalisation is unsafe: 3,300 hectares of sustainable-use land were reclassified as state private land in 2008, while a 2017 instrument established a 667.96-hectare community zone [4][5]. Neither decision determines the status of a neighbouring parcel.

The approval package for building in a protected area

Cambodia's Environment and Natural Resources Code creates an approval layer beyond the land title. Article 379 requires prior permission for private construction or building projects in a natural protected area, while Article 654 requires environmental-assessment approval before other project permits or government decisions are issued. A permit or decision that conflicts with those conditions is treated as null and void [1].

The due-diligence file should therefore include the protected-area construction or project permit for the exact coordinates and phase, the approval letter and certificate for the applicable environmental assessment or environmental protection agreement, the approved masterplan and the binding mitigation conditions. Company name, cadastral reference, coordinates, land use and phase must match across the documents. Article 668 also bars construction before environmental approval, allows the ministry to suspend the project and requires evidence of the approval to be displayed at the worksite entrance [1].

Why an investor may consider it

What is wrong with the zone

The first risk is replacing parcel status with a generic Ream story. Protected-area law imposes different controls across core, conservation, sustainable-use and community zones. Core and conservation areas are more restrictive, while development in sustainable-use areas depends on the prescribed approval process [3]. Coordinates, maps and current classification matter more than a project label.

The shoreline is not part of a private title by default

Article 15 of Cambodia's Land Law classifies seashores as state public property [5]. A beachfront description, a private cadastral title near the sea or a promise of a private beach therefore does not by itself establish ownership to the waterline or exclusive control over the shore.

For an early-stage Ream Bay project, obtain a cadastral plan with surveyed coordinates and boundary markers, then verify the position of state public land and the legal basis for any road or utility route crossing it. Where the presentation shows reclaimed land, the seller should document its legal status, approved boundary and permits; a rendered future shoreline is not a cadastral record.

The second risk is misreading reclassification. The 3,300-hectare sub-decree changes the status only of the land identified in that instrument [4]. It does not make all of Ream privately developable and does not override the prohibition on foreign land ownership [1]. The 667.96-hectare community zone is likewise a distinct mapped legal category [5].

The third risk is future-tense infrastructure. The airport masterplan shows a development direction but does not prove that every road, network or commercial area used in a sales presentation has been delivered [14]. The purchase case should survive delay.

Aerodrome-safety restrictions are parcel-specific

Article 55 of Cambodia's Civil Aviation Law provides a fine of KHR 5,000,000 to KHR 10,000,000 for building or flying an object that obstructs or hinders an aerodrome safety area [2]. The reviewed law does not provide one universal permitted height for every surrounding parcel, so a sales statement that the site is “outside the flight path” is not a substitute for project-specific clearance.

The buyer should obtain stamped height and elevation drawings and, where applicable, confirmation from the competent aviation authority for the parcel and design. The check should cover construction cranes, antennas, rooftop equipment and later additions as well as the completed building, because the approved concept and the structure delivered on site must remain consistent.

The fourth risk is utilities. No reliable zone-level series was found for water, power, sewerage or waste. Citywide indicators do not prove connections for a remote project [10][11]. Water source, treatment, drainage, backup power, road access and waste removal require site-specific evidence.

The fifth risk is early-stage liquidity. Without a completed building, registered title and operating demand, the future buyer pool is narrower. A low launch price does not establish resaleability.

What format is easier to rent and why

There is no public dataset for a statistical answer. The most testable model is a completed property with road access, functioning on-site utilities and a clear use case: owner occupation, leisure or staff accommodation. A project that depends simultaneously on a future road, terminal, neighbouring development and later tourism carries several correlated risks.

Airport traffic: recovery from a low base is not a rental model

VINCI Airports recorded 172,000 passengers at Sihanoukville International Airport in 2025, up 84% year on year, and 2,669 commercial flights, up 29% [3]. The airport operator had reported more than 1.6 million passengers in 2019 [4]. The latest figures confirm a recovery in activity, but they also show why a rising airport headline cannot be converted directly into property occupancy.

For an airport-adjacent asset, request a monthly record covering a full operating year and separate paid tourist stays, staff accommodation, owner use and complimentary nights. Booking channels, discounts, cancellations, management commission and the owner's realised income should be visible. The purchase case should still work if routes change, seasonality strengthens or passenger recovery takes longer than the sales presentation assumes.

Short stays require professional management, transport, food, housekeeping, emergency communication and wet-season operation. Long-term residence requires daily services, stable internet, storage, a functional kitchen and predictable costs. One primary use case should be selected and evidenced before purchase.

How to assess resale

Resale should be tested through the legal and operating package rather than an infrastructure map. The buyer needs to know what right transfers, who can acquire it, whether common areas and utilities are complete and what obligations remain with the owner.

An early-stage asset should be stress-tested against slower airport development, delayed neighbouring projects, weaker visitor demand and continued developer inventory. If the property has no defensible use in that scenario, its liquidity depends on promises.

Site-inspection checklist

  • obtain the cadastral reference, coordinates and current land record;
  • overlay the parcel on the official protected-area map and identify its zone;
  • collect every sub-decree, reclassification and approval applicable to those coordinates;
  • verify the access road and legal right of way;
  • separate existing infrastructure from planned infrastructure;
  • confirm water source, approvals, storage and treatment;
  • verify electrical capacity, backup generation and fuel cost;
  • establish sewerage and discharge arrangements;
  • confirm waste contract and removal route;
  • inspect after rain for erosion, drainage and access;
  • obtain the cost-to-complete budget and committed funding;
  • align the SPA with delay, registration-failure and refund risks.

Who it suits and who should look elsewhere

The zone suits experienced buyers who accept parcel-level legal risk, will fund independent due diligence and view the asset as an early-stage or personal-use proposition rather than guaranteed income. Buyers needing registered title, an operating building and a clearer tenant pool should start with the centre, urban beaches or Otres. Early Ream is a weak fit for anyone requiring simple liquidity.

Why (Airport Corridor)

The official source reviewed describes a masterplan for the operating Sihanoukville International Airport, not a distinct new airport [14]. No separate transaction, rent, occupancy or utility series exists for an “airport corridor.” Geographically and in risk terms, the area overlaps with Ream: early-stage development, parcel status, future roads and networks, and limited operating history.

Can a foreigner buy a Ream land parcel personally?

No. Foreigners cannot own Cambodian land [1]. The proposed use must also be lawful for the exact protected-area or land classification [3][4][5].

Does reclassification of part of Ream permit development everywhere?

No. A sub-decree applies to the defined area and coordinates only [4]. Adjacent land may have a different status.

Is a new airport being built?
