Thailand creates a bond-market taskforce as wider capital-market reforms move forward
The bond taskforce starts with market structure, not a new product
The Thai Bond Market Development Taskforce is led by the SEC and the Thai Bond Market Association. Its remit covers four broad areas: widening and improving the investor base, expanding the range of bond products, raising transparency and investor-protection standards, and developing the infrastructure and rules needed for a stronger market.
The SEC's June release put the scale of the issue in context. It said Thailand's overall bond market was equivalent to roughly 96% of GDP, while corporate bonds were worth about 4.68 trillion baht, or around 25% of GDP. Retail investors accounted for nearly half of the corporate bond market, which helps explain the regulator's focus on disclosure, professional intermediaries, investor protection and the framework for higher-risk and distressed debt.
The announcement did not create a new bond product or immediately rewrite the rules for investors. Stakeholder discussions were scheduled for June and July, with a work plan targeted for completion in September. ThaiBMA subsequently reported an 18 June focus group with bondholder representatives as part of the taskforce's early consultations.

June's reform package mixed live rules with work still in development
The bond initiative formed part of a larger capital-market programme. At the June meeting, the SEC said nine of 14 key measures had made clear progress, three were still being designed or discussed, and two needed to move faster.
TISA, the proposed Thailand Individual Savings Account, is a useful example of why those stages matter. In June, the SEC said further discussions were under way and a proposal was being prepared for the Cabinet. An 11 September SEC update still described TISA as a measure being advanced, rather than announcing a fully launched retail account. The initiative was originally framed for Thai citizens, so foreign investors should not assume that it is a general investment account available to them.
Other parts of the reform agenda were further along. The SEC said listed-company disclosure rules had already been revised in areas including interim management discussion and analysis, material transactions and related-party transactions. The June package also referred to digital-market infrastructure, tokenized securities and funds, market-structure reviews and e-proxy voting. Those references point to different stages, not one commencement date: rules supporting tokenized fund units, for example, had already taken effect on 1 April 2026.
Foreign investors should separate TISA from e-proxy and disclosure changes
For a foreign shareholder, the e-proxy work may be more directly relevant because the SEC has linked it to reducing obstacles to exercising voting rights. Bond investors have a different set of issues to watch, particularly disclosure quality, investor-protection mechanisms and secondary-market infrastructure. TISA sits in another category and has been presented primarily as a long-term savings and investment framework for Thai citizens.
The June announcement is best understood as a reform roadmap. Investors should check the legal and operational status of the specific measure they intend to rely on, rather than treating the whole programme as already implemented. The SEC's September update shows that the broader reform effort is continuing, but it does not make every item from the June package a completed project.
