Chonburi nominee probe: what the 41 raids and THB5bn figure actually cover

The July 17 operation was narrower than the headline number

The Nation Thailand and The Pattaya News reported that police executed four arrest warrants and 41 search warrants across Chonburi, including locations in Bang Lamung. All four Russian nationals named in the arrest warrants were taken into custody.

The immediate case covered 33 companies tied to 32 land plots valued at roughly THB235 million. Investigators identified 19 companies as suspected nominee arrangements and another 14 as cases where foreign shareholdings were alleged to exceed applicable limits while the companies held land.

Police seized corporate records, accounting files, computers, phones and electronic data for further examination. The reporting at the time described an active investigation, not a final judgment: the companies and individuals remained subject to legal proceedings and responsibility had not yet been finally determined.

The THB5bn estimate came from a much wider screening pool

Investigators had also mapped a broader property network involving about 775 detached houses held through 495 companies, 435 of which had foreign shareholders. The combined value of that wider group was put at more than THB5 billion.

That is a different number from the roughly THB235 million connected with the 33 companies in the immediate July operation. The larger figure described the scale of property and corporate structures being reviewed; it did not establish that every house in the wider group had been illegally held, seized or linked to a convicted owner.

For a buyer or owner in Pattaya or elsewhere in Chonburi, this distinction matters. A project appearing in a broad enforcement review does not by itself determine the legal status of every home or every shareholder inside it.

Investigators were looking beyond the share percentages

A central question in the case was whether Thai shareholders were genuine investors and participants or were holding shares on behalf of foreign beneficiaries. Authorities said they were examining funding, control and the roles played by shareholders, including Thai accountants connected with unusually large numbers of companies.

A Thai company with foreign shareholders is not automatically evidence of wrongdoing. The risk arises when the declared ownership structure does not reflect who supplied the money, controls the business or benefits from the landholding, and the arrangement is used to circumvent restrictions.

For an owner or buyer using a company structure, the practical issue is therefore the substance behind the paperwork: capital contributions, shareholder rights, management control and the documents supporting the land and property holding. The July raids do not justify treating unrelated foreign-owned or foreign-occupied property in Chonburi as suspect.
