How to Renew or Replace a Thai Driving License
Quick — 10-second read
- In short
- Start with the case, not the paperwork: routine renewal, moving from a two-year temporary license to a five-year license, renewing after expiry, or replacing a lost or damaged card. The documents and testing requirements change with the license type, expiry period and your status in Thailand.
- Who it matters to
- Foreign residents who already hold a Thai car or motorcycle license and need to renew it, change the license type or replace the physical card.
- Next step
- Check the license type and expiry date, then confirm the document set and appointment method with the DLT office you intend to use. If that office uses DLT Smart Queue for the service, book through the official system.
This is a guide, not legal, tax or investment advice.
Which Thai License Renewal or Replacement Case Applies to You
Two people holding Thai licenses can arrive at DLT on the same day and need different procedures. The first distinction is the license itself: a current five-year personal license is normally a renewal case, while a two-year temporary license may be a conversion to the next category only if the applicant's current status and supporting documents qualify.
There is also no need to wait until the card expires. DLT's current rule allows an application within an advance-renewal window of up to six months before expiry. That gives useful flexibility, but the office still checks the underlying license, identity and supporting evidence before issuing a new card.
Once a license is expired, the length of the gap matters. A short expiry does not automatically send the holder back through the full first-license process. More than one year expired brings a written knowledge test into the renewal route; more than three years brings both the written and practical driving tests. Temporary Covid-era exemptions published for 2021 and 2022 should not be treated as the present rule.
A lost or damaged card, or a change to personal details, is a different administrative operation again. DLT may be replacing the document or amending the record; extending its validity is a separate operation. Car and motorcycle licenses are separate categories, so a holder with both should treat each one as its own file; one application does not automatically cover the other.
Combined cases deserve a little more care. A five-year license may be close to expiry at the same time as the holder has changed passports or lost the card. In that situation, choosing a procedure from a single label such as “renewal” or “replacement” can be misleading. Give the office the full set of facts so it can tell you whether the record needs to be restored or amended first, or whether the actions can be handled together.
How the Process Changes by License Situation
Use this table to identify the likely procedure before visiting DLT. It does not replace confirmation of the document set with the specific office.
Current five-year license
- What to apply for
- Standard renewal within the permitted window.
- Testing
- Physical fitness checks; extra exams are mainly triggered by expiry length.
- Check before you go
- Expiry date, medical certificate, address evidence and local DLT intake rules.
Two-year temporary license
- What to apply for
- Move to the next license category if status and documents qualify.
- Testing
- Depends on current rules and whether the existing license remains valid.
- Check before you go
- Immigration status, accepted address proof, and the separate car or motorcycle category.
Expired for more than one year but not more than three
- What to apply for
- Renewal with an added knowledge test.
- Testing
- Written knowledge test under DLT rules.
- Check before you go
- Exact expiry period and the training format currently accepted by DLT.
Expired for more than three years
- What to apply for
- Renewal under the expanded testing route.
- Testing
- Written and practical driving tests.
- Check before you go
- How tests are scheduled and whether the office may require a second visit.
License lost, damaged or details changed
- What to apply for
- Replacement card or record amendment, not a routine renewal.
- Testing
- Do not assume retesting; the reason for the application determines the route.
- Check before you go
- Old card if available and evidence supporting the loss or change of details.
Documents Foreigners Should Prepare Before Visiting DLT
Most foreign holders will recognise the same core file: passport and evidence of current lawful stay, the existing Thai license if it is still available, a medical certificate, and proof of address in a form accepted by the DLT office handling the application. If the card has been lost, an old scan or license number can make the record easier to identify, but a missing copy does not by itself turn a replacement into a first-license application.
The medical certificate is a formal part of the licensing file. DLT regulations require one for license applications and renewals, and the underlying rule provides that where the doctor has not set another validity period, the certificate is usable for no more than one month from issue. A certificate obtained for an unrelated procedure months earlier is therefore a poor item to rely on.
Address evidence is where foreign applicants most often run into branch-level differences. Depending on status and the office, the accepted document may be a government-issued residence document, a work permit that contains usable address information, or another form of official residence evidence. Treating one document name as universally mandatory is risky because the office still has to accept the evidence for that particular transaction.
Passport changes deserve separate attention. If the license was issued under an old passport number or the holder's name has changed, the visit can become both a licensing transaction and a record-amendment problem. Bring the documents that connect the old and new details instead of assuming the database will update itself from immigration records.
Car and motorcycle licenses remain separate categories. A holder renewing both should confirm the evidence required for each and follow the copy/original rules of the chosen office. This is an administrative guide, not an assurance that a particular branch will accept a particular document; local intake requirements and the holder's immigration status should be confirmed before travel.
Dates and consistency matter as much as document names. A residence certificate issued under an older passport can leave a gap even when every checklist item is present. The strongest file lets the officer connect the name, passport history and residence evidence without inference, especially for a two-to-five-year conversion or record amendment.

Booking, Training, Tests and the DLT Office Visit
An appointment is best understood as access to the service, not the renewal itself. The official DLT Smart Queue currently provides separate registration and login options for foreign users. It does not follow that every branch handles every licensing transaction through the same booking flow, so the absence of a service from the booking screen should prompt a branch check; it is not proof that the transaction cannot be done.
Training comes next. DLT's rules provide at least one hour of training for an ordinary renewal of the relevant personal-license categories, rising to at least two hours when the existing license has been expired for more than a year. DLT's e-learning portal is still online as of the checked date, but the registration interface currently asks for a Thai national ID number. A foreign holder should therefore confirm whether an online completion can be used for that specific license and office before relying on it.
At the office, document review is followed by the required physical fitness checks, including reaction and eyesight-related testing under the applicable rules. A normal renewal is not the same as starting again as a first-time driver. The important escalation points are expiry thresholds: more than one year expired requires a written knowledge test; more than three years expired requires both the written test and a practical driving test.
Once the holder has completed the requirements for that route, the office collects the applicable government fees, takes the photograph and issues the card according to its operating process. Use the current official DLT fee schedule for the transaction, not a number copied from an old expat post. The cost of obtaining a medical certificate or residence document, where those carry a charge, is separate from the licensing fee itself.
Before leaving, read the new card carefully: name, license category, passport-linked details and expiry date are all worth checking while the record can still be reviewed at the counter. The national rules set the framework, but the registrar still has to assess the actual documents and status presented in the individual application.
An appointment time is not a promise that a new card will be issued that day. It gets the applicant into the service flow; it does not waive missing documents or tests triggered by a long expiry. Where written or practical testing applies, allow for the possibility that the branch's scheduling or a failed attempt could require another attendance instead of planning the visit as a fixed one-hour errand.
A Practical Sequence to Avoid Extra Trips
Identify license type and expiry
Note whether the card is two-year or five-year and whether any expiry has crossed the one- or three-year threshold.
Confirm documents with the target DLT office
For foreign holders, the main variable is often which form of address evidence that office will accept.
Confirm the training route
Check the required duration and accepted format; do not assume online training is available for every foreign applicant.
Book if the service uses appointments
DLT Smart Queue has foreign-user registration, while available services can still vary by office.
Complete checks and any required tests
Routine renewal, more than one year expired, and more than three years expired carry different testing requirements.
Check the new card before leaving
Verify name, category, identity details and expiry while you are still at the counter.
Moving from a Two-Year Temporary License to a Five-Year License
A two-year temporary license and a five-year personal license are different DLT categories. Reaching the end of the two-year period does not create an automatic entitlement to a five-year card. The registrar still looks at the holder's status and the documents used to establish identity, lawful stay and residence in Thailand.
That distinction matters more for foreign holders because eligibility is not described by the card alone. DLT materials provide five-year personal licensing for qualifying categories of foreign residents, but that is not the same as saying every temporary foreign license will be upgraded on request. The applicant's status and the evidence accepted by the chosen office remain part of the decision.
A useful preparation window is one or two months before expiry. That is enough time to obtain a current medical certificate, sort out residence evidence, deal with a changed passport and see how the office handles appointments. DLT also permits renewal applications earlier within the official six-month advance window, so there is no benefit in creating a last-week emergency.
Car and motorcycle licenses remain separate throughout the process. Someone holding temporary licenses for both categories should expect two licensing records, not one combined upgrade. If the temporary card has already been expired for a long period, the expiry rules and additional tests also become relevant to the route.
Avoid reducing eligibility to “tourist status means two years, any long-stay status means five.” DLT works from the applicant's actual category and evidence. If the holder's immigration position has changed since the temporary license was issued, the next application needs a fresh eligibility check.
Replacing a Lost or Damaged License, Updating Details and Costs
Losing the physical card does not mean waiting until the next renewal date. DLT treats replacement as a separate licensing transaction. The official procedure provides for a statement from the holder in a lost-license case, while an existing police notification or daily police record can be used as supporting evidence. That is different from claiming that a police report is mandatory for every lost card.
A damaged card is more straightforward: bring the old card if it is still available. A changed name, passport number or other personal detail is a record problem; the condition of the plastic is secondary. The useful evidence is the documentation that connects the old identity details with the new ones.
Replacement and renewal should not be collapsed into one idea. A replacement deals with the card or recorded details; a renewal deals with the validity period. Where a card is both lost and close to expiry, the office needs to determine how to process the combined situation, so it is worth confirming the transaction before paying for documents that may not be required.
Costs should also be kept in the right category. The government fee follows the current DLT schedule for the relevant license and transaction, while a medical certificate, residence document, copies or any necessary translation may create separate out-of-pocket costs. Vehicle insurance, annual road tax and vehicle inspection do not form part of the driving-license renewal or replacement fee; they belong to the separate obligations of owning and operating the vehicle.
When personal details have changed, separate proof of current identity from proof of the change itself. A new passport establishes who the holder is now, but it may not fully explain why the old license record contains a different number or spelling. Documents that bridge the old and new details make a replacement or amendment easier to process and reduce the chance that the visit stalls over a record-matching issue.

Expert view

The frustrating cost is often not the government fee but a wasted trip caused by the wrong residence document. I start with the license category and exact expiry date before looking at the paperwork list. A long expiry or an old passport number can change the route materially. When address evidence or training is unclear, I prefer to confirm that point with the office that will actually handle the application.
