Broad city guides can answer whether working remotely from Phnom Penh is possible in general. Choosing a specific home is a different exercise. One building may have stable individual fibre connections while the property across the street relies on congested shared Wi-Fi. A tower may advertise a generator that powers the lifts but not the sockets inside the units. A beautiful west-facing apartment may overheat throughout the afternoon and face an active construction site.

Treat every unverified promise as a risk. The correct question is not whether Phnom Penh has fibre, 5G and coworking spaces. It is whether the precise chain from electricity and network infrastructure to your laptop works in the unit you are considering.

Headline speed is not the main test

Video calls, cloud platforms and file transfers depend on several factors:

• download speed;
• upload speed;
• latency;
• packet loss;
• short interruptions;
• evening congestion;
• Wi-Fi coverage inside the apartment.

Listings usually mention only the maximum speed of a package. They rarely explain whether the unit has an individual line, how far the desk is from the router or how the network behaves when many residents are online.

A single strong reading proves little. Performance may be excellent beside the router and deteriorate behind two concrete walls. A call may fail because latency varies, even though the nominal bandwidth looks sufficient. For someone sending large video files, backups or design packages, upload performance may matter as much as download speed.

Cambodia has fixed-fibre services and commercial 4G and 5G mobile networks. The Telecommunication Regulator of Cambodia reported continuing 5G deployment in Phnom Penh and other locations during 2026. Operator and independent network reports also show differences in user experience among the main mobile networks. None of those national figures answers the apartment-level question.

Before signing, establish:

• who controls the router;
