Cambodia and Bhutan Central Banks Agree to Cooperate on Payments
Cross-border payments were among the topics discussed when National Bank of Cambodia Governor Chea Serey met Royal Monetary Authority of Bhutan Governor Yangchen Tshogyel. Their memorandum also follows exchanges on central banking and financial technology. In comments reported by Cambodia's state news agency AKP on 7 October, Chea Serey said she hoped payment cooperation could begin soon.
No launch date or customer terms have been announced
A memorandum gives the two authorities a framework for working together. It does not establish that Cambodian banking apps can now scan payment codes in Bhutan, or that a new direct transfer service is available in either direction.
The reports released after the signing contain no timetable for a consumer launch. They also give no list of participating banks or apps, supported currencies, exchange-rate arrangements, fees or transaction limits. Anyone making a payment between the countries still needs to use a service their bank currently supports and check the terms of that particular transaction.
For practical context, see Cambodia economy and finance. This development also connects with Cambodia and Timor-Leste Plan Cross-Border Digital Payments.
Cambodia's existing QR links offer a point of comparison
Cambodia has already connected parts of its digital payments network to other countries, including Thailand, Vietnam, Laos and Malaysia. The Bakong platform is central to the country's push to make QR-based payments and transfers more convenient. Those existing links help explain the direction of the Bhutan discussions, although the authorities have not specified how a Cambodia–Bhutan service would work.
For Cambodian businesses dealing with Bhutanese counterparties, a future announcement would need to answer a more concrete question than whether the two central banks cooperate: who can send or receive money, through which institution and at what cost? Until those details are published, there is no confirmed change to the payment options available to residents or merchants.
