Cambodia and Timor-Leste agree to build closer digital-payment links

Event date

The agreement covers development, testing and interoperability

The National Bank of Cambodia and Banco Central de Timor-Leste signed the new memorandum in Dili during the launch of Timor-Leste's Ti-FAST and TuQR payment infrastructure. The agreement is designed to deepen cooperation on digital payments, financial innovation and cross-border payment connectivity.

The work can include research, solution design, system development and testing, training, technical cooperation and efforts to make designated payment systems interoperable. Officials have presented that future connection as a way to make payments and transfers easier for people and businesses moving money between the two countries.

This is not the first formal link between the institutions. Cambodia and Timor-Leste signed a broader central-bank cooperation MoU in 2024 and agreed to hold regular bilateral meetings. The September 2026 agreement narrows the focus to payment technology and cross-border connectivity.

A consumer QR link has not launched yet

Timor-Leste launched TuQR, its national QR payment standard, on the same day. But BCTL says the first stage is focused on domestic payments. Cross-border connectivity is planned for a later phase and remains subject to further agreements, technical arrangements, regulatory requirements and approvals.

For Cambodian residents, travellers and businesses, this is a practical difference. The announcements do not say that a Cambodian banking or payment app can already scan TuQR in Timor-Leste, or that Timorese users can already pay through Cambodia's domestic systems. No consumer launch date or confirmed list of participating cross-border providers has been published in the materials reviewed for this article.

For now, the MoU is best understood as an official pathway toward a future payment connection. The practical benefit will become clearer when the central banks publish the operating model, participating institutions and conditions for actual transactions.
