Cambodia and Rwanda move toward a cross-border digital payment link

Event date

The May announcement builds on an older central-bank framework

The initiative was announced during the 28th Conference of Central Bank Governors of Francophone Countries in Phnom Penh, held from May 28 to 31. The central banks said the cooperation was intended to modernise payment systems, improve financial connectivity and support easier electronic payments between citizens of the two countries.

It sits under a broader financial-sector cooperation memorandum signed by the two central banks in April 2023. That earlier agreement covered knowledge exchange and financial-sector development; the 2026 announcement gives cross-border payments a more specific place within that relationship.

Cambodia already operates Bakong and the KHQR standard across its domestic payment ecosystem and several international connections. The Rwanda announcement, however, did not specify the technical rail, participating institutions or whether any first phase would support payments in one direction or both.

A cooperation announcement is not the same as a usable payment corridor

For a traveller, company or worker moving money between Cambodia and Rwanda, the missing operational details are decisive. The May statement did not publish a launch date, a list of banks or wallets, transaction fees, settlement currencies or user instructions.

That means customers should not assume they can already scan a Rwandan code from a Cambodian banking app, or use a Rwandan app at a Cambodian KHQR merchant, simply because the central banks announced cooperation.

By late September, Rwanda was still described as a planned link

A September 29 review of Bakong’s international connections still described Rwanda as a planned connection rather than a live corridor. No operational phase, fee schedule or named participant set was identified there.

the milestone will be a later notice that names the institutions involved and explains who can pay whom, through which apps, in what currencies and at what cost. Until then, businesses and individuals still need to rely on payment channels that are already available and confirm their terms with the provider actually handling the transfer.
