Cambodia's CDC prepares staff for digital service-fee invoices ahead of 26 October
Staff preparation is the new development from 14 October
The workshop brought together roughly 60 officials from CDC units, including the Cambodian Investment Board and special economic zone administrations. The session addressed how digital invoices would be used and how payment records would be handled across the agency's services. Training the people who will process applications is a distinct step from publishing the rule itself.
That rule dates back to 25 September, when CDC issued Instruction No. 1707/26 and the accompanying implementation Notification No. 1708/26. Both point to 26 October as the date for mandatory use of a unified digital invoice across the public services covered by CDC's fee regulations. There is no basis for treating the October workshop as an earlier enforcement date.
For practical context, see Cambodia economy and finance. This development also connects with CDC Cambodia to move all service payments to digital invoices.
One invoice will connect a fee, its payment and service tracking
Until now, the payment route has depended on how an application was submitted. The cdcIPM investment project portal already used digital invoices, while other CDC services could involve paying the responsible office and receiving a conventional receipt. The announced change brings counter services and online applications onto the same digital-invoice arrangement.
A CDC service system will issue the invoice and connect it to the agency's payment platform, cdcOSP. Its QR code is associated with the official cdc.gov.kh domain. Applicants are offered payment through Bakong KHQR, mobile banking or an international Visa or Mastercard card. Actual card acceptance remains subject to the issuing bank's arrangements and limits.
Once the fee is settled, the invoice is marked as paid and records the bank transaction reference and confirmation time. The same QR code is intended to let applicants follow the progress of the service. For a company submitting a Qualified Investment Project registration or amendment, this creates a clearer link between the amount requested, the payment made and the application being handled.
A CDC payment receipt has a specific purpose
Under the CDC instruction, the paid digital invoice is intended to serve as original proof of payment of the agency's service fee. Companies should therefore ensure that the person managing a filing can obtain the paid invoice, not merely initiate a transfer. The arrangement covers CDC public service fees listed under the relevant joint CDC–Ministry of Economy and Finance fee rules; it does not apply automatically to every government payment in Cambodia.
A CDC digital invoice is also different from a tax invoice used for commercial transactions. Accounting teams should keep the appropriate supporting documents for each purpose. For applications approaching the 26 October transition, companies may need to coordinate the payment method and access to the final receipt with their filing agent before the fee falls due.
