Cambodia begins second household cash-aid round on 16 October

Event date

October's payment follows the first instalment in September

The National Social Protection Council issued a reminder on 14 October that the second round of support for poor, vulnerable and at-risk families was due two days later. A Wing Bank announcement carried by TVK Cambodia on 16 October reported that distribution was starting through its nationwide network. The cash assistance is intended to help eligible families meet living costs affected by higher fuel and gas prices.

This is the next instalment of a programme already underway, not a newly introduced benefit. Its first payment date was 25 September. The government says the additional cash does not replace other social assistance already available to qualifying households.

How the household payment is calculated

A qualifying family in Phnom Penh receives a base payment of **60,000 riel** per round. The base amount is **48,000 riel** in other urban areas and **40,000 riel** in rural communities. Each family member adds **5,000 riel** to the household's payment, regardless of which of those three areas the family lives in.

Eligibility is tied to a valid Equity Card or a card identifying an at-risk household. The government's original estimate of approximately 4.6 million potential beneficiaries refers to people covered by the programme, not to confirmed payments made in October. Living in Cambodia, by itself, does not confer eligibility.

Collecting the money and the remaining 2026 schedule

Families covered by the programme have been directed to Wing outlets across Cambodia. The council has urged cardholders to keep both their cards and access codes secure. Anyone unsure about eligibility or an unavailable payment can seek clarification from their commune or Sangkat administration or the National Social Assistance Fund. In its 25 September notice, the state news agency AKP listed **015 219 888** and **092 219 888** as the fund's contact numbers.

The published schedule contains four dates: **25 September, 16 October, 16 November and 16 December 2026**. The October round has opened, with two further instalments scheduled before the end of the year. No verified programme-wide count of completed second-round payments was established by the sources used for this article.
