Cambodia advances procurement preparation for CSET grid upgrades

The July workshop put future contracts in front of the market

The session presented proposed packages for battery energy storage systems, transmission lines and substations. Potential contractors, equipment manufacturers, system integrators and advisers were invited to comment on preliminary specifications, performance requirements, procurement strategy and implementation issues.

That is an intermediate stage between project approval and the award of major works contracts. It can refine designs and make procurement more competitive, but it does not mean construction has started or that new grid assets are already serving consumers.

CSET covers more than a single battery project

World Bank project documents describe the first phase, planned for 2026–2030, as a wider grid-strengthening programme. It includes transmission and substation works in Phnom Penh and Kandal, grid-scale battery storage, and expansion and reinforcement of distribution networks.

Cambodia's state news agency also reported that Electricité du Cambodge's scope includes preparations for electric-vehicle charging infrastructure and advanced metering. The intended outcome is a power system with more capacity and flexibility, especially as electricity demand grows and more variable renewable generation is connected.

Those objectives should not be taken as a promise of lower household bills or an immediate end to outages. The effect on any home or business will depend on final package design, procurement, construction schedules, location and commissioning.

By 11 September, Electricité du Cambodge had issued requests for specialists covering distribution-network studies, the impact of electric vehicles on the grid and procurement support. These notices show that preparatory work continued after the July workshop, while the main battery, transmission and substation packages remained ahead in the implementation chain.

For residents and companies, the practical takeaway is therefore about timing. CSET has moved beyond a broad financing announcement, but present-day power reliability should still be judged by the existing network until the new assets are contracted, built and commissioned.
