Cambodia Reports $170m of Agricultural Financing Since 2023
The headline figure covers five financing packages
The government presented the $170 million total as part of a broader policy to increase agricultural production, improve market access and reduce severe price pressure on farm products. Cambodianess, reporting on the briefing, said the packages had been implemented over the previous three years.
The public account does not provide a package-by-package reconciliation showing the amount, date and terms of all five facilities. That missing detail matters because a cumulative policy figure cannot be used as a measure of how much credit is currently available to a farmer, miller, trader or processor.

ARDB has used working-capital loans to support crop purchasing
The Agricultural and Rural Development Bank has been a central channel for these interventions. The basic model is to give eligible agribusinesses and storage operators access to lower-cost working capital so they can buy crops during harvest periods, when supply arrives in the market quickly and purchasing capacity can become a constraint.
An ARDB announcement from February 2024 described a $100 million special programme aimed partly at rice millers and exporters buying rice from farmers. The October briefing also linked the wider policy to storage and drying infrastructure, modern agricultural communities, technical support and efforts to secure buyers before harvest.
A three-year total is not today's lending capacity
For businesses, the takeaway is the recurring use of targeted finance rather than the size of the historical headline alone. Cambodia continued to deploy separate interventions after the 2024 programme; in November 2025, for example, another $40 million was released through ARDB to support rice purchases during the harvest period.
Whether a company can use such support now depends on the terms of an active facility: eligible borrowers, permitted use of funds, tenor, pricing, collateral requirements and the remaining allocation. The October 2026 briefing did not announce a new set of lending terms or say that the entire $170 million was newly available.
