Cambodia launches electronic Certificates of Origin for exporters
The certificate can now be issued electronically
The Ministry of Commerce has formally introduced the e-Certificate of Origin for producers and exporters operating in Cambodia. The new framework uses the existing CO Automation System and is supported by five ministerial regulations covering applications and issuance, minimum information for non-preferential certificates, authentication of e-certificates, origin investigations and administrative sanctions.
The regulation on authentication also confirms that a properly issued electronic Certificate of Origin carries the same legal effect as a paper certificate. The practical change is therefore in how the document is issued and authenticated, not in removing the underlying origin test.
For practical context, see Cambodia economy and finance. This development also connects with Cambodia Promotes Products Through 23,000 Overseas Stores.
Preferential and non-preferential exports still follow different rules
Cambodia's Law on Rules of Origin treats preferential and non-preferential origin separately. Where an exporter is seeking preferential tariff treatment, the applicable free trade agreement or preference scheme still determines the relevant origin rule. Non-preferential certificates have their own form and minimum-information requirements.
For readers, the practical difference is that the e-CO is not a single shortcut that standardises every export transaction. The evidence required for one product or destination may not be the same as for another.
**Exporters need to match the e-CO to the actual shipment**
Before relying on the electronic certificate for a shipment, a business should identify the applicable trade scheme, confirm the origin criterion for the goods and make sure the supporting records fit that route. Existing exporter-registration requirements also remain relevant under the new process.
For companies seeking a tariff preference, the electronic certificate is part of the evidence chain. It does not by itself create entitlement to preferential treatment if the goods fail the underlying origin requirements.
