Cambodia launches a $20 million energy-efficiency fund for small and medium-sized businesses
The fund is aimed at practical energy-saving investments
The Energy Efficiency Revolving Fund is part of Cambodia’s wider energy-transition programme supported by the Asian Development Bank. It is intended to finance investments such as more efficient equipment, upgrades to existing facilities and other projects that can reduce energy use by small and medium-sized businesses.
SME Bank of Cambodia is the implementing institution. CIMB Bank and Foreign Trade Bank of Cambodia were named as the first participating commercial banks. A separate $2.5 million guarantee facility is being provided through the Credit Guarantee Corporation of Cambodia to reduce lending risk where a borrower has limited collateral. That guarantee can improve access to finance, but it does not remove the bank’s credit assessment.

Borrowing terms are attractive, but eligibility still matters
At launch, SME Bank said loans under the facility would carry a maximum annual interest rate of 5.5% and could run for up to ten years. The programme also targets at least 30% of total lending for women-owned or women-led businesses, while financed projects must comply with the applicable environmental and social safeguards.
The official launch notice does not publish a complete borrower checklist. Cambodianess, reporting from the launch and citing SME Bank’s chief executive, said individual loans can be as large as $1 million and that eligible projects are expected to deliver annual energy savings of at least 5% against a baseline. A business should therefore treat the headline terms as the programme framework, not as a pre-approved offer: the participating bank still needs to confirm whether the company and the proposed investment qualify.
For an SME with a large electricity bill, a ten-year financing window can change the economics of replacing equipment because the upfront investment can be spread over a longer period. The guarantee component may also matter to firms whose collateral would otherwise limit borrowing capacity.
The useful comparison is between the project’s realistic cash savings and the full cost of financing. A 5.5% cap does not tell a borrower what loan size, repayment schedule or security package it will actually receive, and it does not guarantee approval. The new fund adds a financing route for Cambodian SMEs, but businesses still need a project that meets the technical criteria and survives the bank’s normal credit review.
