Cambodia interviewed 1,154 foreign applicants seeking marriage registration in H1 2026

The H1 figures show the scale of the screening process

The department reported 1,154 foreign applicants interviewed during the first six months of 2026, including 52 women. The applicants represented 36 nationalities.

In the same period, officials assessed and forwarded 1,169 cases, including 43 involving foreign women, to a joint one-window working group for further review. The published material does not establish that the 1,154 interviews and 1,169 forwarded cases are the same cohort, so the numbers should not be used to calculate an approval rate. They also should not be described as 1,169 approved marriages.

Authorities link the screening process to compliance with Cambodian marriage rules and to efforts to identify trafficking, exploitation or fraudulent marriages. That does not make every international couple a suspected case; it explains why the foreign applicant faces additional checks before the civil registration stage.

Registration involves more than a commune-level filing

AKP's August report says the foreign applicant must be physically present in Cambodia. It describes a preliminary document package that includes a valid passport and visa, proof of current marital status, a criminal-record certificate, employment documentation and a medical certificate.

The report then places document review with the Ministry of Foreign Affairs and International Cooperation and the Ministry of Interior before the couple proceeds to the commune or Sangkat serving the Cambodian partner's permanent residence. The procedure described in the report includes a 10-day public notice period before the marriage can be formally registered if no valid objection is raised.

Couples should not treat that summary as a complete filing checklist. Document validity periods, certification, translation and embassy requirements can depend on the foreign partner's nationality and on the current administrative rules. The practical step is to confirm the current requirements with the competent Cambodian authorities and the foreign partner's embassy or consulate before ordering documents from abroad.

Why this matters for couples planning life in Cambodia

The August data did not announce a new marriage rule, a faster route or a tighter restriction. Its value is that it shows the existing review process being actively used at scale, with more than a thousand foreign applicants interviewed in six months.

That matters when a couple is timing a move, housing arrangements, employment or other family plans around legal marriage registration. A ceremony or cohabitation does not substitute for completing the civil-registration process, and the foreign-document stage can add time before the couple reaches the local registrar.
