Cambodia outlines social assistance and home repair support for border-affected families
Let’s explore this page together
The figures emerged from Prime Minister Hun Manet's remarks at an event marking the University of Health Sciences' 80th anniversary. The state news agency AKP covered housing assistance on October 7, 2026, and Cambodianess published a more detailed account on October 9. The measures concern affected households, not everyone living in Cambodia's border provinces.
An Equity Card opens access to targeted social programmes
An Equity Card is issued through IDPoor, Cambodia's official system for identifying low-income and vulnerable households. It helps establish eligibility for social protection and certain public services. This is separate from the programme providing money for damaged houses, so receiving a card does not establish that a household has received a repair grant.
For families still unable to return home, the prime minister described monthly support of 100,000 riel for 12 months. Cambodianess also reported an additional 28,000 riel per family member under the Equity Card programme. The authorities plan to reassess the need for continued assistance after the first year. The published figures do not show that every cardholder qualifies for each payment on the same terms.
For practical context, see Cambodia law and taxes. This development also connects with Cambodia assigns local authorities regular price-label checks.
Home repair grants fall into three damage categories
The government reported assisting 1,606 families with repairs. Support was described at 20 million riel for severely damaged homes, 12 million for moderately damaged properties and 2 million for homes with minor damage. The headline ceiling applies to the most serious category; it is not a flat amount available to all affected owners.
AKP’s earlier account of the prime minister’s remarks also reported repair assistance for more than 1,600 families. Neither the news reports nor the statements cited in them provide a complete household-level application procedure, appeal process or payment timetable. Those details remain important for people trying to establish what their particular home may qualify for.
New housing addresses families who cannot yet return
The authorities also reported building nearly 5,000 homes for displaced residents, alongside infrastructure such as water and electricity connections. This serves a different need from repairing an existing house. Some families have been able to go back to their communities, while others still face obstacles to returning.
Taken together, the figures show several forms of recovery support moving forward at different rates. They cannot tell us how many households now have safe access to their original homes or functioning local services. For families weighing a return against continued life in a resettlement area, those conditions can shape school journeys, work and everyday spending long after a grant or housing allocation has been announced.
