Cambodia introduces special land-title procedures for owners unable to attend in person
Home delivery and hospital visits cover specific situations
A 2026 legal digest from Andersen Cambodia describes Notification No. 695 from the Ministry of Land Management, Urban Planning and Construction as a public-service measure for owners who have difficulty receiving land-title certificates or completing an ownership transfer.
Where an owner is ill or disabled and cannot collect the title certificate personally, the ministry may deliver it to the owner’s residence. If the owner is hospitalized in Cambodia and wants to transfer or donate property, an MLMUPC working group may visit the hospital to facilitate the required steps.
The change is therefore about making the procedure accessible when personal attendance is difficult. It should not be taken as removing the normal checks on ownership, documentation, consent or registration.

Owners hospitalized abroad face an extra consent check
For an owner hospitalized outside Cambodia, the digest says the necessary documents may be prepared through an authorized representative. A video recording with audio is also required to confirm the owner’s intention.
That provision is narrower than a general remote-transfer option. It is tied to the situation described in the notification, and the representative still needs appropriate authority for the particular transaction. Buyers, sellers and families should not assume that a video alone substitutes for the other documents or approvals involved in a registered transfer.
The notification also addresses cases in which an owner has memory loss. Confirmation from a medical specialist is required before the ministry assists with the next step. Andersen’s summary says the possible routes include division of the property by family agreement, division in accordance with the law, or court jurisdiction where the family cannot reach an agreement.

Anyone relying on the procedure for an actual transfer, gift or division of property should therefore confirm the current document requirements with the competent land authority or a lawyer handling the specific case.
