Three New MPWT Digital Services Are Now Live in Cambodia

Event date

The three services solve different problems. One gives vehicle owners a new way to start and pay for an inspection renewal, another connects ministry invoices with electronic payment channels, and the third is aimed mainly at organisations that need road-sector business licences.

Vehicle inspection renewal can now start in partner bank channels

MPWT has added ABA, ACLEDA and Canadia Bank as channels for applying to renew the validity of a vehicle technical inspection certificate. According to Cambodia’s state news agency AKP, the option builds on the ministry’s existing inspection system and is intended to reduce unnecessary travel, waiting and payment friction.

ABA has published a more detailed description of its own implementation. For eligible family-type vehicles, customers can enter the required details in ABA Mobile, choose an inspection centre and date, submit the application and pay in advance.

That does not eliminate the physical inspection. ABA says the digital steps are completed before the customer visits the inspection centre, so the main change is administrative convenience rather than a remote inspection.

The launch material does not set out a separate eligibility rule for foreign vehicle owners. A foreign resident should therefore confirm the accepted ownership documents and banking requirements with MPWT or the relevant bank before relying on the new route.

Digital invoices add more payment options for ministry services

The second system, MPWT Digital Invoice, automates invoice generation for public services. AKP says service fees can then be paid through banking and electronic-payment services provided by 18 partner banks.

For regular users of MPWT services, the practical benefit is a clearer digital path from invoice issuance to payment. Businesses that deal with the ministry repeatedly may also find it easier to keep records of service payments.

The launch announcement does not provide a complete list of every MPWT transaction already supported by the new invoice system. Its introduction should therefore not be read as confirmation that all ministry services now follow one fully online payment process.

**Road Certificate is mainly a business-facing licensing system**

The third platform handles applications for Road Certificates. AKP describes it as an automated system for registering and issuing business licences to state bodies and private companies involved in road construction, maintenance and related technical services.

For ordinary motorists, the distinction matters: this is not a new driving licence and it does not replace standard vehicle documents. Its primary users are organisations that need authorisation for road-related professional activity.

Taken together, the September launch expands MPWT’s digital service channels without creating one universal online process. Vehicle owners are most likely to notice the new inspection-renewal route, while businesses may benefit more from digital invoicing and automated road-sector licensing.
