Cambodia’s non-bank financial sector more than tripled its asset base in five years
The $9 billion total combines very different financial activities
Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth presented the figures at a forum reviewing the first mandate of Cambodia’s Non-Bank Financial Services Authority alongside the Annual Securities Conference 2026. The headline number is a 2025 year-end measure within a five-year comparison; it is not a September 2026 balance-sheet snapshot.
The FSA’s remit is broad. It covers insurance and private pensions, securities, social security, trusts, accounting and auditing, and the real-estate and pawnshop sector. A single asset total across that system therefore says little about the financial condition of any one market segment or provider.
The workforce expansion is another sign of institutional growth. Employment rose from roughly 8,000 people in 2021 to about 16,000 in 2025, suggesting that the sector has become larger and more complex as Cambodia develops additional channels for finance, insurance and investment services.

Bigger does not automatically mean safer or more profitable
For investors and businesses, the five-year expansion is useful evidence that Cambodia’s non-bank financial infrastructure has gained scale. It may bring a wider choice of providers and financial products, but the aggregate figure cannot be used as a proxy for returns, liquidity or solvency.
A decision involving a broker, insurer, trust provider or other regulated firm still depends on that entity’s licence, regulator, financial disclosures, contractual terms and handling of client assets. The sector-level number is context for due diligence, not a substitute for it.
