Ritz-Carlton Phnom Penh Is Planned With 119 Private Residences
What the Marriott and Royal Group agreement covers
Royal Group announced the signing on August 13, 2026, while Marriott published its own announcement on August 21. The agreement covers The Ritz-Carlton, Phnom Penh and The Ritz-Carlton Residences, Phnom Penh, both planned within a new mixed-use development on Norodom Boulevard in Daun Penh.
The announced programme includes a 152-key hotel and 119 private Ritz-Carlton-branded residences, alongside Grade A office space. It would mark The Ritz-Carlton's first property in Cambodia and add a new internationally branded residential product to Phnom Penh's top end.
The status matters. This is a signed development agreement and an announced project, not a completed building. The parties describe 2032 as the expected opening year, which should not be read as a guaranteed handover date for an individual residence.
Why the residential component matters
The 119 residences give Phnom Penh a more concrete example of a model that combines private homes with an international luxury hospitality brand and a wider mixed-use complex. For a buyer, however, the value of that model can only be judged properly once the operating terms, service obligations, ownership documents and recurring charges are available.
The announcement also shows a major international operator committing its brand to a hotel-and-residences project in central Phnom Penh. It does not establish future capital growth, rental returns or resale liquidity, and none of those outcomes should be inferred from the brand agreement alone.
For investors comparing high-end projects, the useful distinction will come later: what the residence purchase actually includes, what owners must pay for, how the residential and hotel operations interact, and what contractual rights attach to the unit. Until those details are published, the agreement is best treated as a meaningful market development rather than a finished investment proposition.
What remains open before 2032
Several years remain before the targeted opening. The next material milestones will be confirmed construction progress and the release of buyer-facing terms covering sales, ownership, payment schedules, ongoing charges and residential management. Those details will matter more to an individual decision than the headline brand name.
For now, three points should stay separate: The Ritz-Carlton brand has been announced, Marriott and Royal Group have signed an agreement, and the project is still planned for a 2032 opening. Any view on purchase value, income or eventual resale will require the specific project documents and commercial terms when they become available.
