Cambodia's Road Law amendment has moved from draft to implementation

Event date

For freight operators, the May announcement is now useful mainly as the starting point of the legislative process. Current planning should be based on the amended law and the implementing guidance being issued around vehicle categories, weight controls and enforcement.

The May cabinet decision was only the first legislative step

The Council of Ministers endorsed the draft on May 22. Its purpose was to revise maximum transport weight rules on Cambodia's road network and update the administrative and legal consequences of exceeding those limits.

A month later, the National Assembly approved the measure unanimously, with 114 lawmakers present voting in favour. Parliamentary materials describe amendments to 15 provisions of the 2014 Road Law. That does not conflict with the earlier reference to a 17-article draft: one figure describes the structure of the amending bill, while the other counts the provisions of the existing law being changed.

King Norodom Sihamoni promulgated the amendment on July 10. As a result, describing the measure today as merely a cabinet-approved proposal would leave readers with an outdated picture of its legal status.

The amendment targets vehicle weight rules and overload penalties

The revised framework adjusts maximum permitted vehicle weights and the penalties attached to breaches, including sanctions connected with overloaded transport. The government has presented the reform as a way to modernise rules that affect freight operations while improving protection of the national road network.

Those policy aims should not be read as a promise that freight prices will fall across the economy. A carrier's cost impact will vary with vehicle configuration, normal load patterns, routes and enforcement. For businesses buying transport services, the question is whether quotes and loading assumptions still fit the limits that apply to the vehicle actually being used.

Implementation guidance still matters for day-to-day compliance

On July 17, the Ministry of Public Works and Transport released a table of maximum weight limits by vehicle type. In the same communication, the ministry said procedures and technical arrangements were being prepared to support effective implementation of the amended law.

That implementation work continued into late September. A September 29 workshop brought together public authorities, transport and logistics associations, freight businesses and weigh-station personnel to explain the amended law and related legal instruments. The sequence matters for operators: the law has been promulgated, but specific compliance decisions still need to follow the current ministry tables, procedures and enforcement guidance relevant to the vehicle and route involved.

This is particularly important when a freight contract assumes a particular payload. Using an old weight threshold can change the number of trips required, the price of a job or the exposure to penalties even when the commercial terms themselves have not changed.
