Preah Sihanouk puts its 2026–2030 tourism development plan into action
The province has moved from drafting to implementation
Preah Sihanouk’s five-year tourism plan was still being discussed in draft form in March, when officials and local stakeholders were invited to contribute to its development. By September 14, the authorities had formally moved to the implementation stage, with Tourism Minister Huot Hak and Governor Mang Sineth presiding over the launch.
Government statements describe the plan as a shared framework for ministries, provincial authorities, businesses and other tourism stakeholders. Its broader ambition is to improve the quality and competitiveness of the province’s visitor economy while developing Preah Sihanouk as an international destination for both leisure and business travel.
For residents and business owners, the distinction is relevant. A formally adopted roadmap can influence future public and private decisions, but the launch announcement itself does not establish a delivery date or a dedicated budget for every individual initiative.

Better services and stronger transport links are part of the agenda
At the launch, officials highlighted higher-quality tourism services and products, greener tourism development and investment attraction. They also pointed to direct air connections and the province’s ability to receive large international cruise ships as areas that could support the strategy.
This puts tourism policy alongside the province’s wider connectivity and urban-development ambitions. For someone considering a move to Sihanoukville, the useful question is not whether a five-year plan exists, but which parts of it become visible in daily life: transport options, public spaces, coastal facilities, service standards and access to the islands.
The plan applies to Preah Sihanouk province as a whole. It therefore should not automatically be treated as evidence that every neighbourhood in Sihanoukville, or every coastal area, will receive the same level of investment or see the same results.
**The roadmap is not a forecast for property demand**
The authorities want to attract more domestic and international visitors and make the province more competitive. Those goals do not, by themselves, establish future hotel occupancy, rental demand, property prices or investment returns.
Owners and tourism businesses will get a clearer signal from the next stage: funded projects, procurement, construction work, new routes, service upgrades and actual visitor data. Those measurable developments will show whether the strategy is changing the local economy rather than simply setting its direction.
For prospective residents, the plan is useful context but not a reason to choose a neighbourhood on expectations alone. Existing transport, services and everyday convenience remain more reliable decision factors until specific improvements are completed.
