Cambodia’s payment environment is expanding across mobile wallets, QR acceptance, e-commerce and cross-border transactions. Visa says its local security roadmap, first introduced in 2019 and updated again in 2022, is intended to give banks, merchants, fintech companies, regulators and other participants a common set of security priorities as that ecosystem becomes more complex.

Stronger authentication is only one part of the update

The most visible item for consumers is Visa’s push to move beyond SMS one-time passwords toward stronger authentication methods. The roadmap also calls for annual cyber posture assessments, aimed at giving participating organisations a clearer view of weaknesses in their security controls.

Three other priorities are less visible at checkout but potentially more important to the infrastructure behind a payment. Visa highlights readiness for AI-driven threats, preparation for post-quantum cryptography and stronger assurance around processing integrity and system resilience.

The announcement does not say that every Cambodian bank will adopt the same tools on the same timetable. It sets a direction for Visa and the wider payment ecosystem rather than a single consumer deadline.

June 16 did not create a new customer compliance date

Visa’s release does not introduce a new obligation for cardholders or specify a date when customers must stop using SMS codes. Instead, it describes a framework for collaboration with banks, merchants, fintech firms and regulators.

For a foreign resident or local customer using Cambodian banking and payment services, the practical effect is therefore likely to appear through individual providers. Changes to authentication, fraud checks or payment flows should be judged from a bank’s or payment company’s own notices, not assumed from the roadmap announcement alone.

Businesses are being asked to think beyond today’s fraud patterns

For merchants and payment companies, the roadmap is notable because it treats resilience as a system-wide issue rather than only a card-fraud problem. AI-enabled attacks, future cryptographic risks and the reliability of transaction processing all sit alongside customer authentication.

That does not make the roadmap an independent assessment of the security of Cambodia’s entire payment market. It is Visa’s own framework, so any binding requirement for a specific institution still needs to be confirmed from that institution or the relevant Cambodian authority.
