Borey Phnom Meas Co., Ltd.

Borey Phnom Meas is a low-rise housing developer focused on the southern outskirts of Phnom Penh, particularly Dangkao. Its own website presents the Sourkea development in Toul Pongro and Nokor Tep in Prey Sa, while independent sources document additional launches under the same brand. The company’s start date is inconsistent across public sources: the Borey Phnom Meas website says 2017, while Realestate.com.kh states 2012. A corporate-registry extract should be used before treating either date as definitive.

Overview

Borey Phnom Meas is a low-rise housing developer focused on the southern outskirts of Phnom Penh, particularly Dangkao. Its own website presents the Sourkea development in Toul Pongro and Nokor Tep in Prey Sa, while independent sources document additional launches under the same brand. The company’s start date is inconsistent across public sources: the Borey Phnom Meas website says 2017, while Realestate.com.kh states 2012. A corporate-registry extract should be used before treating either date as definitive.

Track record

The public record shows activity beyond a single development. In January 2020, Sabay News described the Sourkea launch as Borey Phnom Meas’s eighth project and reported about 300 flat houses in Dangkao. Knight Frank’s Cambodia market report for H1 2023 later listed Borey Phnom Meas among Phnom Penh’s new landed-housing launches, with 38 units. This supports a multi-phase development history, but the sources reviewed do not provide a dependable cumulative count of completed and handed-over homes.

Segments and prices

The publicly documented product is mainly low-rise row housing aimed at owner-occupiers and small family businesses. Older developer pages show 4.15-metre-wide Sourkea homes with two or four bedrooms from about US$80,000, while Nokor Tep was marketed from about US$60,000 and US$100,000 depending on house type; Sabay News reported a starting price of US$70,000 for the 2020 launch. These are historical asking prices, not a current price list. A buyer should obtain a fresh unit quotation, specifications, payment schedule, transfer costs and title status for the specific house.

Geography

The clearest documented footprint is in Dangkao, on the southern side of Phnom Penh. The developer’s website places Sourkea in Sambor Village, Sangkat Dangkao, around 800 metres from Chamkar Doung Street 217, and Nokor Tep in Prey Sa Village, Sangkat Prey Sa, within the same district. Realestate.com.kh also associates Borey Phnom Meas with Dangkao and previously referred to several suburban locations around the capital. A complete current list of development sites is not publicly established in the sources reviewed.

Reliability and public record

The brand has a meaningful public footprint: a project website with locations and house types, a Realestate.com.kh profile, local-media coverage of the 2020 launch, and a 2023 Knight Frank market-report reference. That is stronger evidence than a developer represented only by a sales page. The record is not fully consistent, however: even the incorporation year differs between sources, and the pages reviewed do not provide a recent corporate-registry extract, land-ownership documents or a complete audited delivery history. The brand and multiple launches are therefore supportable facts, while the legal strength of any purchase still depends on the documents for the specific project and seller.

What to verify

For a Borey Phnom Meas house, first match the exact legal entity in the sale contract with the company receiving the money and with the registered landowner. Then review the master land title, subdivision status for the selected plot, any mortgage or other encumbrance, construction and development approvals, and the conditions and timing for transfer of an individual title. The Sourkea and Nokor Tep pages advertise a hard title, but the buyer should establish whether a separate registered title already exists for the specific plot or whether title issuance is only promised later. Foreign buyers need separate legal advice because Cambodian law does not permit foreigners to own land directly; a marketing reference to a hard title does not by itself give a foreign buyer land ownership.

Frequently asked questions

Was Borey Phnom Meas founded in 2012 or 2017?

The public sources conflict. The company’s own website states 2017, while Realestate.com.kh gives 2012. A current Cambodian Ministry of Commerce registry extract is the appropriate source for the legal corporate history rather than choosing one marketing-page date over the other.

Does Borey Phnom Meas have a multi-project track record?

Yes, multiple launches are supported by public evidence. The developer website shows at least Sourkea and Nokor Tep; Sabay News called Sourkea the brand’s eighth project in 2020, and Knight Frank separately recorded a new 38-unit Borey Phnom Meas launch in H1 2023. The exact cumulative number of completed and handed-over homes is not publicly verified.

Can a foreigner buy a Borey Phnom Meas house together with the land?

A foreign individual cannot directly own Cambodian land; the restriction comes from the Constitution and land law. Because a borey house is normally tied to a land plot, the compliant ownership and contractual structure should be reviewed independently for the specific transaction. The foreign-ownership rules for strata-title condominium units do not automatically apply to landed borey housing.
